City of Rock Falls City Council met Feb. 7.

Here are the minutes provided by the council:

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:30 p.m. on February 7, 2023, in the Council Chambers by Mayor Rod Kleckler.

City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Kleckler, Aldermen McKanna, Wangelin, Snow, Dowd, Dornes, Arduini, and Sobottka. Absent Alderman Babel. In addition, Attorney Matt Cole and City Administrator Robbin Blackert were present.

Audience request:

Marshall Doane addressed the council with information on the Micro Industries building and presented to Mayor Kleckler a petition to save the building. Community Affairs:

None

Consent Agenda:

Consent Agenda items 1-2 were read aloud by City Clerk Pam Martinez.

1. Approval of the minutes of the January 17, 2023, City Council Meeting.

2. Approval of bills as presented.

A motion was made by Alderwoman Sobottka to approve the Consent Agenda and second by Alderman Wangelin.

Vote 7 aye, motion carried.

Ordinances for 1st Reading:

1. Ordinance 2023-2598 - Amending Chapter 18 of the Rock Falls Municipal Code Relating to Prohibited Areas of Parking

A motion was made by Alderman Snow to approve Ordinance 2023-2598 - Amending Chapter 18 of the Rock Falls Municipal Code Relating to Prohibited Areas of Parking for first reading and second by Alderwoman Sobottka

Vote 7 aye, motion carried.

2. Ordinance 2023-2599 - Adopting Revised Zoning Map

A motion was made by Alderman Snow to approve Ordinance 2023-2599 Adopting Revised Zoning Map for first reading and second by Alderman Wangelin. Vote 7 aye, motion carried.

City Administrator:

1. Supplement #1 - Design Engineering Agreement for E 11th Street Bridge over the Illinois Mississippi Feeder Canal in the amount of $6,567.65.

A motion was made by Alderman Snow to approve Supplement #1 - Design Engineering Agreement for E 11th Street Bridge over the Illinois Mississippi Feeder Canal in the amount of $6,567.65 and second by Alderwoman McKanna. Vote 7 aye, motion carried.

2. Approval to waive bidding for Avenue A / Dixon Avenue Storm Sewer Crossing. A motion was made by Alderman Wangelin to approve the waive bidding for Avenue A / Dixon Avenue Storm Sewer Crossing and second by Alderman Dowd.

Vote 7 aye, motion carried.

3. Approval to award the Avenue A / Dixon Avenue Storm Sewer Crossing to Martin

& Company, 2456 E. Pleasant Grove Road, Oregon, IL 61061 in the amount of $181,825.00.

City Attorney:

None

A motion was made by Alderwoman Sobottka to approve the award for Avenue A / Dixon Avenue Storm Sewer Crossing to Martin & Company, 2456 E. Pleasant Grove Road, Oregon, IL 61061 in the amount of $181,825.00 and second by Alderwoman Arduini.

Vote 7 aye, motion carried.

City Departments:

None.

Alderman Reports / Committee Chairman Requests

A motion was made by Alderwoman McKanna to approve the recommendation for the Finance Insurance Investment Committee to approve the Utility Office Write-Off's for October 2022 – December 2022 and second by Alderman Dowd.

Vote 7 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the recommendation from the Finance Insurance Investment Committee for replacement of the Police Department entry door by Dixon Glass Company, 414 W 1st Street, Dixon IL 61021 in the amount of $10,407.70 and second by Alderwoman Sobottka

Vote 7 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to waive bidding and authorize the purchase of 6 Lakeside open screw pump lower bearing assemblies from LAI, Ltd of Rolling Meadows, Illinois in the amount of $74,160.00 and installation of 6 lower bearings and 1 deflector plate by DPS Equipment Services, Inc. of Caledonia, IL in the amount of $86,800.00 for a total project cost of $160,960.00 and second by Alderwoman Sobottka.

Vote 7 aye, motion carried.

A motion was made by Alderman Snow for recommendation from the Building Code Committee to award a 3-year contract Lawn Maintenance Contract to P and T Peppers Lawn Care, Rock Falls and second by Alderman Wangelin.

Vote 7 aye, motion carried.

Mayor's Report:

Rock Falls Annual Chamber Dinner is February 23, 2023, contact Business Office to make a reservation.

A motion was made by Alderwoman Sobottka to adjourn and second by Alderwoman McKanna. Vote via voice, all approved (5:50 p.m.)
