City of Lanark City Council met Feb. 21.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent.

Mayor Ken Viglietta was present and presiding.

Others present were: Quin Kosmecki, Treasurer Jodi Diffenderfer, Maintenance Manager Jason Alvarado, Chief Matt Magill, and City Clerk Marilyn Heller

PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Brad Knutti to accept the minutes of the February 7, 2023 meeting as presented with the correction of the misspelling of coast to cost. Motion carried by 4 aye votes and one abstain. Aye votes; Lance Leverton, Haley Grim, Brad Knutti, and Lynn Collins. Abstain vote; Alderperson Weston Burkholder. Alderperson Mark Macomber was absent.

PUBLIC COMMENTS- None

EMPLOYEE BENEFITS REVIEW – Clerk shared the information sent from Jennifer Sturtevant informing council that opening up coverage to dependents will not affect eligibility for kids care (Medicaid) or through the exchange using tax credit. She was not able to answer on taxable contributions/compensation. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Lynn Collins to waive the health insurance deduction from full time employee paychecks effective April 1, 2023. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to update the employee handbook to reflect the ability of employee dependents to be allowed in our current insurance policy at providers current rate. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent.

Treasurer Jodi is still working on getting the cost study done and will keep council updated. Alderperson Lynn handed out copies of brochures giving more information on both 401K’s and the IMRF.

CEMETERY ORDINANCE – Alderperson Lynn reviewed the presented Ord. 994. Noting some changes; the cities maintenance manager will no longer manage cemetery, correcting a typo, compensation, and the cost of lots. These changes will allow the cemetery board to have more control on updating prices and costs for the cemetery. A Motion was made by Alderperson Weston Burkholder and seconded by Alderperson Lance Leverton to pass Ord. 994. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent.

LEAD SERVICE LINE SURVEY – Alderperson Brad Knutti shared that all the paperwork we sent off today and Brad will be sending out copies to everyone.

DONATION REQUESTS – A Motion was made by Alderperson Haley Grim and seconded by Alderperson Lance Leverton to donate $100 (gold sponsor) to LCC’s Say No to Snow. Motion carried by 4 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, and Weston Burkholder. Nay vote; Alderperson Lynn Collins. Alderperson Mark Macomber was absent. OSD and LCC donation tabled for next meeting on 3-7-23.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None

EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Brad Knutti to convene in Executive Session at 7:29 p.m. in order to discuss employment. Motion carried by 5 aye votes. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent.

REGULAR SESSION-MOTION-was made by Alderperson Haley Grim and seconded by Alderperson Lynn Collins to reconvene into regular session at 8:07p.m. Motion carried by 5 aye votes. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent.

The council’s intent was questioned on the form that was passed out by Alderperson Lynn Collins during executive session. The mayor and council discussed breaking the OMA in regards to emails. It was decided to continue this discussion at another time as it pertained to information from executive session.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason – asked the council how he should get the remaining 100 or so lead service line surveys? Council decided to have Jason send the list and the council will go door to door. There has been some issues with the downtown lighting due to possible short. The council decided to turn the breaker off and wait for the new lights to be installed. May is the deadline but the company will be coming as soon as the weather permits. Treasurer Jodi – met with the bank to renew the line of credit for one year at 4.85 on one million dollars and 4.06 on deposit earnings. Jodi has been working on budget and is ¾’s done. She noted that the budget it tight and looking into TIF to help with the cost of the street lights. Also, she needs to figure the 70K into the budget for road salt as they do not want it coming out of MFT. She then shared her concern for the police department budget as she has the title for the $47K new squad car Chief Magill purchased on January 17, 2023 that was not budgeted for in FY23. The connecting concern is how this car purchase will reflect in the city’s audit. Matt will send Jodi all the purchasing information he has on the new car. Alderperson Lance discusses the council looking into creating a 5-year capital improvement plan. Jodi will have the budget at the next meeting to hand out. City Clerk- Gary Klein from Pro Com Systems came to fix fire alarms and notified us that the batteries were from 2017 and the Starlink is out dated as well. It is running on 3G and needs to be updated to 5G, this was the reason it was having issues locating us. The fire alarm system also hasn’t been inspected since 2017 so the clerk will work on getting annual inspection set up. Clerk ordered 3 defoliators boxes to be hung at City Hall, Heritage Center and Maintenance Department. Training for the new meter reading software will be tomorrow for clerk and Jason. Lastly, Clerk got a quote on a call messaging system and will be working on getting that set up. Chief Matt Magill – asked how the council would like to handle the sale of the 2018 squad car. He spoke to Vito and he believes we can get $28K for it. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to give Matt Magill authority to sell the 2018 squad car to the highest municipality bid. Motion carried by 5 aye votes. Aye votes; Alderperson Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, and Lynn Collins. Alderperson Mark Macomber was absent. The council asked Chief Magill about the property mentioned at the previous meeting on W. Carroll and the animals. Chief Magill stated that he spoke with the owner last year and they were discussing taking the buildings down. He will talk to the owner and report back to the council at the next meeting. Alderperson Brad - talked to Maintenance Manager Jason about taking care of the barricades for the Say No to Snow and Chief Magill to coordinate an officer to lead the race. Mayor Ken – Tomorrow at 12pm the Chambers is hosting the State of the School Address at the Heritage Center. Pizza will be served. Alderperson Lynn – shared that the gave opening price for the cemetery that was discussed at the pervious meeting was incorrect as they charge between $125 and $150.
