City of Galena City Council met Feb. 27.

Here are the minutes provided by the council:

23C-0060 – CALL TO ORDER  

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101  Green Street on 27 February 2023.  

23C-0061 – ROLL CALL  

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy,  Westemeier, Wienen, Renner  

23C-0062 – ESTABLISHMENT OF QUORUM  

Mayor Renner announced a quorum of Board members present to conduct City business.  

23C-0063 – PLEDGE OF ALLEGIANCE  

The Pledge was recited.  

23C-0064 - REPORTS OF STANDING COMMITTEES  

No reports.  

23C-0065 – CITIZENS COMMENTS  

None.  

CONSENT AGENDA CA23-4  

23C-0066 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF  FEBRUARY 13, 2023  

23C-0067 – APPROVAL OF THE APPOINTMENT OF JUDY JACKSON TO THE HISTORIC  PRESERVATION COMMISSION FOR A TERM ENDING FEBRUARY 28, 2025  

Motion: Kieffer moved, seconded by Bernstein, to approve Consent Agenda CA23-4.  

Discussion: McCoy was happy to welcome Judy Jackson to the Historic Preservation  Commission.  

Roll Call: AYES: Hahn, Kieffer, McCoy, Westemeier, Wienen, Bernstein, Renner   

NAYS: None    

The motion carried.  

NEW BUSINESS  

23C-0068 – JANUARY 2023 WATER AND WASTEWATER OPERATIONS REPORT BY U.S.  WATER  

Andrew Schuler, Operations Manager, presented the report. Schuler advised they are still  investigating for leaks. They believe there is a leak on Meeker Street above the courthouse but  haven’t been able to determine the exact location.  

Schuler reported there is a problem with the meter at Well #7. He advised it may need to be  calibrated and/or replaced. Schuler advised Wisconsin requires well meters to be calibrated every two years while Illinois has no requirement. The meter at Well #5 was replaced a few years  ago. The meters at Well #7 and Well #6 are the original meters. He is currently getting a quote  for Well #7 and will work on Well #6 at a later date.  

23C-0069 – DISCUSSION AND POSSIBLE ACTION ON THE PURCHASE OF A VACUUM  TRAILER  

The following quotes were received:  

Company Make Model Cost  Standard Equipment Ring-O-Matic 550 Jet Vac $115,330.52 Vermeer Midwest Vermeer 573SDT Vactron $125,959.92 

Motion: McCoy moved, seconded by Hahn, to approve the purchase of a Ring-O-Matic vacuum  trailer from Standard Equipment in the amount of $115,330.52.  

Discussion: Council agreed this is something we need and is an important piece of equipment.  

Roll Call: AYES: Kieffer, McCoy, Westemeier, Wienen, Bernstein, Hahn, Renner   

NAYS: None    

The motion carried.  

23C-0070 – FIRST READING OF AN ORDINANCE DECLARING THE CEMETERY PARK  PLAYGROUND EQUIPMENT SURPLUS PROPERTY  

Motion: Hahn moved, seconded by Kieffer, to approve the first reading, waive the second  reading of an ordinance declaring the Cemetery Park playground equipment surplus property,  23C-0070.  

Discussion: None.  

Roll Call: AYES: McCoy, Westemeier, Wienen, Bernstein, Hahn, Kieffer, Renner   

NAYS: None    

The motion carried.  

23C-0071 – DISCUSSION AND POSSIBLE ACTION ON THE ADOPTION OF AN UPDATED  PERSONNEL POLICY HANDBOOK  

Mayor Renner asked council to take time to review the handbook. It will be presented at an  upcoming meeting for approval. No action was taken.  

23C-0072 – WARRANTS  

Motion: Bernstein moved, seconded by McCoy, to approve the Warrants as presented, 23C 0072.  

Discussion: None.  

Roll Call: AYES: Westemeier, Wienen, Bernstein, Hahn, Kieffer, McCoy, Renner   

NAYS: None    

The motion carried.  

23C-0073 – ALDERPERSONS’ COMMENTS 

Go Lady Pirates!  

Handbook – Wienen stated she loves the new employee handbook.  

Hahn stated it was good to see everyone again.  

Good Luck – McCoy wished the Lady Pirates good luck and stated he was especially proud of  his granddaughter who is a team member.  

23C-0074 – CITY ADMINISTRATOR’S REPORT  

Financial Report – Moran advised the January Financial report will be presented at the next  meeting.  

Budget – Moran advised he will present the budget at the second meeting in March.  Thank you – Moran thanked Jen and Hillary for their work on the employee handbook.  

23C-0075 – MAYOR’S REPORT  

Good Luck – Mayor Renner wished the Lady Pirates good luck and congratulated the boys on a  good season.  

Thank you – Mayor Renner thanked staff for their hard work on the employee handbook.  

23C-0076 – ADJOURNMENT  

Motion: Hahn moved, seconded by Kieffer, to adjourn.  

Discussion: None.
