City of Dixon City Council met March 6.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:31pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

OATH OF OFFICE

Police Chief Howell introduced Office Cody Penick and gave a brief background. Mayor Arellano gave the Oath of Office, the meeting paused for pictures.

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Special and Regular Session Minutes of Tuesday, February 21, 2023 and the Special Session Minutes of Monday, February 27, 2023 and Wednesday, March 1, 2023; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,272,357.62 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – A citizen asked about job postings on the website, the City only posts jobs when we have opening, have added a link to make it easier to find, and reviewed the process for hiring. Shared a story about Officer Penick.

COUNCIL REPORTS

Mayor Arellano – will work with City Manager regarding the next budget meeting.

Councilman Venier – Congratulated Dixon Municipal Band for their performance at the Dixon Theatre with guest artist Harry Waters.

Councilman Oros – Event on Saturday, March 11th, Dixon Rotary’s Shrimp and Chili Bowl Councilman Considine – Echoed Councilman Venier regarding the presentation by the band. Councilman Bishop – None.

ORD# 3339 – APPROVING PETITION OF HVARRE HOLDINGS LLC FOR APPROVAL OF PRELIMINARY PLAT OF SUBDIVISION, RE-ZONING AND PLANNED UNIT DEVELOPMENT

Councilman Considine moved to approve the ordinance for Preliminary Plat of Subdivision, Re zoning and Planned Unit Development1000 Taylor Court Pirups Landing. Seconded by Councilman Bishop. Building Official Shipman and developer Ted Hvarre explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3340 – AUTHORIZING A VARIANCE PURSUANT TO THE PETITION OF MERLE AND JULIE SAUNDERS 1024 COOPER STREET, DIXON ILLINOIS

Councilman Venier moved to approve the ordinance for a variance from front yard setback requirement of 25 feet to 15 feet. Seconded by Councilman Bishop. Building Official Shipman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3341 – AMENDING THE LIQUOR CODE IN CONNECTION WITH ROSBROOK STREET FAIR

Councilman Bishop moved to approve the ordinance with respect to the Rosbrook Street Fair 2023 on the 100 block of S. Peoria on June 10, 2023. Seconded by Councilman Oros. Discussion. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3064-23 – AMENDING FY 2022-2023 BUDGET

CEMETERY & PROPERTIES

Councilman Oros moved to approve the FY22/23 budget resolution with respect to Cemetery and Properties budgets. Seconded by Councilman Considine. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3065-23 – AMENDING FY 2022-2023 BUDGET

POLICE DEPARTMENT

Councilman Oros moved to approve the FY 22/23 budget resolution with respect to Police Department Overtime. Seconded by Councilman Venier. Police Chief Howell explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3066-23 – RESOLUTION PROVIDING FOR CITY COUNCIL REVIEW OF DONATION REQUESTS FROM TAX EXEMPT ORGANIZATIONS IN FURTHERANCE OF THE PROMOTION OF ECONOMIC INTEREST

Councilman Considine moved to approve the resolution providing for City Council review of donation requests from Tax Exempt Organizations in furtherance of the promotion of Economic Interest. Seconded by Councilman Venier. Councilman Bishop explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF THE 2014 HORTON AMBULANCE BOX REMOUNT ONTO A NEW CHASSIS AND PURCHASE OF CHASSIS

Fire Chief Buskohl explained the request, discussion ensued. Councilman Venier moved to approve the remounting of the 2014 Horton Ambulance Project and the immediate purchase of a 2024 E450 Chassis for $46,455.00. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Councilman Bishop moved that the Regular Council Meeting of Monday, March 6, 2023, meet in Executive Session to discuss collective negotiation matters between public employers and the employees or representatives pursuant to Section 2(c)(2) of the Open Meetings Act and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

Councilman Considine left during Executive Session at 7:48pm.

RECONVENE

Councilman Bishop moved that the Regular Session Council Meeting of Monday, March 6, 2023, reconvene into Open Session. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

COMMENTS

Discussion ensued regarding chargeable microphones vs current microphones.

ADJOURMENT

Councilman Bishop moved that the Regular Council Meeting of Monday, March 6, 2023 be adjourned to meet in Special Session on Wednesday, March 8, 2023 at 4:00pm in the Council Chambers at the City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 7:51pm.
