City of Dixon City Council met March 20.

CALL TO ORDER
The meeting was called to order by Mayor Arellano at 5:31pm.
ROLL CALL
Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano answered roll call. Absent: None
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Retired Reverend Liandro Arellano Sr. – Paused for pictures.
VISITOR/PUBLIC COMMENT
Doug Hicks – Owns C&N Supply, an agriculture store downtown doesn’t fit, he purchased property out of town 1526 Rt 26. Has gone to the Lee County Zoning Board to zone agriculture I-1 zoning, in the middle of the process, hired an attorney and is within 1.5miles of city limits and the City needs to approve, the City wants to annex in and he has to decide within 3 days, because of the meeting on Monday. He is already in the process of zoning change with the County, Zoning meeting is April 6th and County meeting is April 20th. He met with the Building Official about extra fees and it will push back his whole project. No one has reached out to him from the City, and what is the advantage he would get. He just wants to grow his business. Discussion ensued.

RESOLUTION OBJECTING TO THE PETITION OF DOUGLAS HICKS
City Attorney LeSage explained the request. Discussion ensued between the Council, City Attorney, Doug Hicks and his Attorney. There was no motion, bring back next meeting.
PLACE FY 2023/2024 BUDGET ON FILE
Councilman Venier moved that an Ordinance for the Operating Budget of the City of Dixon, Lee County, Illinois for the fiscal year 2023/2024 be placed on file. Seconded by Councilman Bishop. Mayor Arellano explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Special and Regular and Executive Session Minutes of Monday, March 6, 2023 and the Special Session Minutes of Wednesday, March 8, 2023; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $254,702.72 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVE YEAR-TO-DATE FINANCIALS
Councilman Considine moved that the year-to-date Financial Summary through February 2023 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

Public Works Director / Assistant City Manager Heckman explained the request. Councilman Oros moved to approve the agreement between Fehr Graham and the City for construction engineering related to the ITEP project, total value of the work is $239,776.00. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

Councilman Considine moved to approve the agreement between Fehr Graham and the City for construction engineering related to the Safe Routes to School and Division and Fargo paving project, total value of the work is $192,984.00. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

Councilman Venier moved to approve the agreement between Fehr Graham totaling $50,550 for professional services related to FY23-24 street resurfacing program. Seconded by Councilman Bishop. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
COUNCIL REPORTS
Mayor Arellano – update on the golf course and to follow their Facebook page, and they are not annexed into the City. He will be bringing to council annual liquor fee adjustment, building fee adjustments, & pulling of liquor license class. Mayoral term – after election is certified the new
Mayor and Councilmen will be sworn in at the first meeting of May. He will be turning in his final expense report in April, will bring a proposal for Mayor and Council salary increases. Has a meeting set with the school district regarding the resolution. Remind everyone that we do live along the interstate and have thieves, recently have people posing as City employees if you are ever unsure, please call the City.
Councilman Considine – None.
Councilman Oros – Thanked Dixon Chamber of Commerce and Main Street for hosting the Candidate Forum last week at the Theatre, Dr. Helmich for presiding, and candidates for attending.
Councilman Venier – Update of his business visit to Zigler’s

City Manager Langloss – gave a presentation regarding the Cemetery Building USDA loan issues and two other funding options. Discussion ensued.

RES# 3067-23 – RESOLUTION FOR IMPROVEMENT TO APPROPRIATE MFT FUNDS WITH RESPECT TO THE SUMMER 2023 STREET RESURFACING PROGRAM
Councilman Bishop moved to approve the resolution appropriating $490,000 of Motor Fuel Tax Funds for Street Resurfacing. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF THE CITY OF DIXON INVESTMENT POLICY
Treasurer Fredericks explained the request, discussion ensued. Councilman Oros moved to approve the City of Dixon Investment Policy. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF AGREEMENT BETWEEN UNION PACIFIC RAILROAD AND THE CITY OF DIXON FOR RAILROAD RIGHT OF WAY WORK WITH RESPECT TO LINCOLN AVENUE WATERMAIN PROJECT
Councilman Considine moved to approve the agreement with Union Pacific Railroad Company which will allow the City of Dixon to perform Watermain work within the Railroad’s right of way. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
EXECUTIVE SESSION
Councilman Venier moved that the Regular Council Meeting of Monday, March 20, 2023, meet in Executive Session to discuss collective negotiation matters between public employees, employers, or representatives pursuant to Section 2(c)(2) of the Open Meetings Act and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
RECONVENE
Councilman Venier moved that the Regular Executive Session Council Meeting of Monday, March 20, 2023, reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
ADJOURMENT
Councilman Venier moved that the Regular Council Meeting of Monday, March 20, 2023 be adjourned to meet in Regular Session on Monday, April 3, 2023 at 5:30pm in the Council Chambers at the City Hall.
