Attorney Kurt swore in Mayor Digman, City Clerk McCarthy, Alderperson Degenhardt, Alderperson Robey and Alderperson Meier. Tried getting ahold of Alderperson Belken but was not available.

Reminder this is also May 13th.

What happened down on 2nd St. with all the water.
Mark Fluhr – One of the balls plugging the intake was vandalized. Never had a problem there. But this time someone took a hammer to the hose, don’t think it got backed into from a vehicle. Got a call from Maggie about the problem. Tony and Fred got it plugged up and got the water pumped out.
Was that on us our fault the city?
Mark Fluhr – We feel it was vandalized. The pump on 6th St. was also vandalized some years ago.
v. Meier
Got a call from Charlie Wamsley from Wamsley Excavating. He is working with Brennen on a repair for the Railroad just north of East Dubuque. Is asking permission if he could dump rock in the parking lot at the boat ramp. He then will load the rock on the barge that will then move it upriver. No issues with Mark and Alderperson Meier will get Mark set up with Charlie.
vi. Robey
Did we ever have a flood task force meeting this year? We have not this year. Will there be a flood task
force meeting? Mark wish would have had it sooner in the year.
Dennis Harley garage down at the end of main street has stuff falling off the eves. This is the one next to Mark Quade. Will follow up on this to see what we need to do.
Talked with Dawn Stelpflug and she is interested in the zoning board.
When is the budget due? It is due now and that is why I am trying to set up a meeting for next Monday.
Payment approval report item for J & J Pool and Spa for a collision repair kit for $395.00. This should be J & R Supply instead.

Breathing air compressor is now going down. Talked with their provider who is putting a loaner together for them. This compressor is 30 years old and looking to be replaced. Planned in this year’s budget. To fix it will cost $6,000.000.
6. 23-0506 Speakers from the Floor
Tess Flak and Douglas Hilgendorf from the Galena-Jo Daviess County Historical Society. Only museum open year-round and in the Northwest area. Will relocate the museum but trying to raise $12 million. With a new museum it will increase the traffic to the area. Just asking for support of the new museum. They brought a picture of a fire convention that was in their archive. Not only of Galena but of the whole county. They are very close to their goal.

8. 23-0508 Discussion and Progress of Downtown Dispensary in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig
Dave Sendt – Congratulated all new members and old members leaving. Officially signed paperwork with Bridge City Collective. Bridge City Collective will be applying for permits in the next 6 weeks and then being built in the next 6 months.
Bridge City Collective just need to get permits for demolition and building.
Alderperson Fluhr – When are you going to be building and when will they open.
Dave Sendt – Would like to be open in 6 months.
Alderperson Robey – When on the Zoning Board they had brought in tentative drawings now when they bring new drawing forth does that have to go back to the Zoning Board? No, because the special use is to operate the dispensary the building permit will need to comply with the City Codes. Building permits don’t usually go before the Zoning Board.
Alderperson Robey – Building permits used to go before the Zoning Board. No there is no code that specifies they need to go before the Zoning Board.
Alderperson Fluhr – What about parking. No requirement for off-street parking, which was discussed when they asked for their special use permit.
Alderperson Robey – Additional parking spots. Will increase spots by taking out unnecessary yellow zones not used.
Dave Sendt – They are committed to the dimensions of building. Might just need to rearrange the inside to make a better flow. Feel free to reach out.

Want to voluntarily annex into the city. These are two lots adjacent to Family Beer and Liquor Store. We have not received any objections.
Alderperson Burgmeier – Are these the properties toward East Dubuque. They would be heading East behind the Store.
Alderperson Robey – How big are the lots. City Manager Herrig did not have the size right in front of him.
