City of Mount Carroll City Council met May 9.

Here are the minutes provided by the council:

Alderman Bandemer rang the bell to announce the start of the meeting.

Mayor Carl Bates called the meeting to order at 7:31 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Nancy Bandemer, present, Alderman Jeff Elliott, present, Alderman Paul Kaczmarski, present, and Alderman Mike Risko, absent.

Alderman Kaczmarski led the Pledge of Allegiance.

Invocation led by Pastor Tim Yoder.

Alderman Elliott made a motion to approve the minutes of the April 25, 2023 regular City Council meeting, Alderman Bandemer seconded. Roll call vote: Alderman Elliott: yes; Alderman Bandemer: yes; Alderman Kaczmarski: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

Alderman Kaczmarski made a motion to authorize the payments of accounts payable dated May 9, 2023, 34 claims payable totaling $546,285.34 as recommended by the Finance Committee, Alderman Elliott seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

Mayor Bates reported the bank account balances were totaling $9,707,894.94 as of today.

Streets

Under Committees, Street Superintendent Dauphin reported the Library Sidewalk project has started.

Alderman Elliott asked what the projects costs? Mayor Bates said from 50,000.00 to 65,000.00.

Some discussion on how we can also repair the street with all the heavy equipment being run on it in the last year. We won't be working on it the week of May 22 we will be painting stripes on Main and Market Streets and getting the Cemetery ready for Memorial Day Weekend.

All summer help has started except for Paige Armstrong since she is still in school until May 25th.

Under Public Comment Len Anderson thanked Eric and the Street Department for washing the streets downtown, getting downtown ready for the summer events and for all helping with the Stonehouse work.

Police

Alderman Bandemer reviewed the monthly police report. Alderman Bandemer inquired on the status of the squad car grant. Chief Cass said we have not heard anything as of yet.

Chief Cass reported that suspects have been identified and the judicial process has started.

Alderman Bandemer asked if we should lock the bathrooms at night? Chief Cass said we just don't

have the time to make sure that is done. Discussion of getting a volunteer list and everyone taking a week to lock it up at night.

Finance

Recommendation made to approve to pay 34 claims payable totaling $546,285.34.

A. Recommendation to approve Year-End Temporary Transfers as presented to the Council, with 2 permanent transfers.

Recreation

Alderman Bandemer and Kaczmarski spoke to the Council about adding cameras to the pool. 1 in the front, looking over the front desk and 1 looking over the pool. Recommendation to approve the purchase cameras not to exceed $300.00

Alderman Kaczmarski reported they have had 5 to 8 lifegaurd applications and are expecting a few more.

1. Approval of Election Results of April 4, 2023, Resolution R9-2023:

Alderman Kaczmarski made the motion to approve Resolution R9-2023 and Alderman Elliott seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

2. Mayor Bate's Committee Appointments and Alderman Ward 1: Mayor Bates reported that individual he had for Ward 1 in unable to take the position. We continue to have a Ward 1 and Ward 2 Alderman Position open. Approved the Mayor's Committee Appointments amending the removal of Anthony Herrell from the Water and Sewer Committee. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

3. Discussion and Approval for the Appropriation Ordinance 2023-05-03: Alderman Bandemer a motion to approve Ordinance 2023-05-03 and Alderman Kaczmarski seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

4. Discussion and Possible Action for Mt. Carroll Summer Youth Ball Sponsorship and Updates from Ashley Roux: Ashley Roux reported they had a total of 110 kids sign up for summer leagues. There will be 52 home games and we will be hosting the Pee Wee tournament and the All Star Game with 120 kids playing that day. She also said that sponsorship numbers were down and she is hoping that will more in the mail this week. Alderman Kaczmarski made a motion to approve to sponsor the league at the small business level for $300.00 and Alderman Bandemer seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

5. Discussion and Possible Action to Approve $35.00 Graduation Ad in the Mirror Democrat: Alderman Elliott made a motion to approve the $35.00 Ad and Alderman Bandemer seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Mayor Bates, yes, Alderman Risko: absent. Vote: 4 yes - 1 absent - 0 no. Motion carried.

Alderman Risko entered the meeting at 7:55 p.m.

6. Discussion and Possible Action to Approve Russell Construction Pay Application #10 $513,632.80 and Application #14 for $850.00 total $514,482.80 and Executive Summary Report: Alderman Kaczmarski made a motion to approve Russell Construction pay application #10 in the amount of $513,632.80 and Pay Application #14 $ 851.00 totaling $514,482.80, Alderman Bandemer seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes; Alderman Risko: yes. Vote: 4 yes and 0 no. Motion carried.

Mayor Bates commented on the progress of the building and said he would like to schedule a tour for May 22nd or 23rd

7. Discussion and Approval for Davis Community Center Change Order #002/CE#068 Ext Lighted Signage $14,985.19 and Change Order #003/CE#057 Extended Sharing Parking $77,582.54. Mayor Bates said that the original sign did not have lights behind it and the change order will add lights to each letter. Alderman Bandermer made the motion to approve Change Order #002/CE#68 and Alderman Elliott seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: yes, Alderman Risko: yes. Vote: 4 yes and 0 no. Motion carried.

Change Order #003/CE#057 $77,582.54 for Shared Parking: Mayor Bates told the Council this will add 46 more parking spaces, bringing the total to 101 parking spaces for Davis Center and providing overflow parking for the Middle School, plus it will clean up the area that was going to be an exposed ditch. We just have to extend the tube, put an inlet in and do gravel compound, it will be up to the school to black top if they wish. Alderman Elliott said those pipes have been out there for months. Alderman Kaczmarski asked if they those pipes were specifically ordered for this project? Mayor Bates said yes. Alderman Elliott asked who ordered them? Mayor responded I did, they were not that expensive. Alderman Elliott responded the cost was $22,000.00. Mayor said yes, I approved it. Elliott said without Council? Yes, I thought it was the best thing to do and I still believe that today. It picks up 46 more parking spots and cleans up that area. Alderman Bandemer made a motion to approve Change Order #003/CE#057 for $77,582.54 and Alderman Risko seconded. Roll call vote: Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Elliott: NO, Alderman Risko: yes. Vote: 3 yes and 1 no. Motion carried.

General Audience

General Audience: Clerk Dauphin said the City should volunteer a couple of nights at the Concession Stand. Mayor Bates agreed, said to pick a couple of dates and let us know.

Alderman Risko said that the Arbor Day people are doing a matching grant to take down Ash Trees. He is working with Superintendent Dauphin on getting a list of the ones that need taken down. In addition, we will be getting tree donations in honor of the late Ralph Eads.

The Save the Stones received $4,500.00 in donations and hopes to start the project in June. Mayfest Art Show held at the Kraft Building is in need of judges.

Correspondence

Clerk Dauphin let the Council know that she handed out the MSA Updates before the meeting for everyone to look over.

Adjournment: Alderman Bandemer made a motion to adjourn at 8:28pm, Alderman Elliott seconded. Roll call vote: Alderman Elliott: yes; Alderman Kaczmarski: yes; Alderman Bandemer: yes; Alderman Risko: absent. Vote: 4 yes - 0 no. Motion carried.
