City of Polo City Council met July 3

City of Polo City Council met July 3.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Busser, and Alderman Randy Schoon.

Absent: Alderman Joseph Kochsmeier

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon, second by Alderman Weaver to approve the following items on the Consent Agenda:

A. Minutes from the June 20, 2023 Council Meeting.

Motion carried 5-0. Yes- Chesnut, Weaver, Bardell, Busser, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

Mark Scholl asked about Congress School. He feels that the city should pursue purchasing the property and then look for grants to get the building demolished.

7. Committee Reports

➢ Alderman Bardell- There was a park board meeting last week. Alderman Bardell has heard a lot of positive feedback about the park and pool staff and a lot of compliments on how swim lessons have been running.

➢ Alderman Busser- None.

➢ Alderman Chesnut- None.

➢ Alderman Weaver- The gentleman who is taking care of our wall will be working on the wall soon.

➢ Alderman Schoon- Martin and Company is almost done with the storm sewer project.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- None.

8. Items Removed from Consent Agenda

NONE

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 23-08, an ordinance regulating electric vehicle charging stations. (second reading)

Alderman Schoon made a motion to approve ordinance 23-08, seconded by Alderman Busser.

Motion carried 5-0. Yes- Weaver, Bardell, Busser, Schoon, Chesnut.

B. Consideration & Possible Action on increasing water and sewer rates.

Alderman Schoon recommended the following for the water and sewer rate increases:

• May 1, 2024 increase the base rate for sewer by $0.75 and the additional 100 cubic feet rate by $0.75.

• May 1, 2025 increase the base rate for sewer by $0.75 and the additional 100 cubic feet rate by $0.75.

• May 1, 2026 have a 2% annual rate increase for the base rates for water and sewer and for the additional 100 cubic feet rates.

Attorney Suits will draft an ordinance and this will be presented to the Council at the next meeting.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on painting the water tower.

Randy Schoon will talk with Mike Mumford to get some quotes. Ask if sandblasting the swimming pool at the same time.

B. Consideration & Possible Action on Ordinance 23-09, 2023/2024 Appropriation Budget. (first reading)

The Polo City Council accepted the first reading of ordinance 23-09.

C. Consideration & Possible Action on the intergovernmental agreement between the City of Polo and Polo Community School District for the use of the parks.

Alderman Bardell, Mayor Knapp, and Park Board President Justin Grobe will be reviewing the agreement and presenting the revised agreement with the School Administration. After that it will be presented to the school board.

11. Other Items for Discussion & Information

Alderman Schoon and Alderman Weaver have some concerns about several properties around town that they would like to be cleaned up. Police Chief Randall is to continue ticketing Mr. Jetter for non compliance. July 5th will be the next court date with Ahmad.

12. Adjournment

Motion by Alderman Bardell, second by Alderman Busser to adjourn from regular session at 7:38 p.m. Motion carried 5-0.
