CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of Regular Session Council Meeting of Tuesday, June 20, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $567,313.11 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF YEAR-TO-DATE FINANCIALS
Councilman Considine moved that the year-to-date financial summary through May 2023 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
DEPARTMENT REPORTS
Police Chief Howell gave an update on the Petunia Festival: 20 calls for service, verbal no physical, no arrests. 3,000-4,000 people on average, Monday had the biggest crowd at approximately 8,000, which does not include fireworks viewers outside of the event grounds. Reagan Run had approximately 880 participants, the parade had over 70 entries. There were 10- 15 officers downtown throughout the festival, including 2 Lee County deputies and 2 Sterling officers on Monday. There will be a follow up meeting with Fire, Police and Public Works.
CITY MANAGER REPORT
City Manager Langloss – Shout out to the Petunia Festival Volunteers, and appreciated the communication with everyone. Acknowledged Police, Fire & Public Works for working when people like to take their families to these events. Tom Demmer and the Economics team will have a report soon, they are working on great things.
COUNCIL REPORTS
Mayor Hughes – Thanked the city staff for what goes into the festival, and the volunteer’s involvement, discussion ensued.
Councilman Venier – Two first timers working with staff and receive a letter of appreciate on how smooth it went, setup to teardown, really lucky. Many people volunteer from first time to 10-20 years working. Thanked for all the support at the festival, and added sense of security.
Councilman Considine – None
Councilman Bishop – Kudos for workers and volunteers, and for those who attended, large crowds and volunteers, appreciate everyone taking care of themselves and everyone else.
Councilman Oros – Echoed sentiments. Small businesses, overarching sentiments – Be Nice, so amazing that is what happened. Had a conversation with a citizen who had received a letter from Mayor Burke in 2002, he had asked for a sidewalk or pathway on River Road towards Raynor. He saw that this was finally happening, he was happy and wanted to share with her his sentiments. It takes time to get things to happen.

RES# 3095-23 – CONFIRMING APPOINTMENT TO THE CITY OF DIXON ZONING BOARD OF APPEALS
Councilman Venier moved to approve the resolution confirming the appointment of Cynthia Adcock to the City of Dixon Zoning Board of Appeals for a term commencing July 10, 2023 and ending June 30, 2026; or until her respective successor is duly appointed and qualified. Mayor Hughes explained the request, discussion ensued. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Oros, Venier, and Mayor Hughes. Voting Nay: Councilman Considine. Motion Carried
APPROVAL OF PURCHASE OF RADIO EQUIPMENT FOR THE FIRE DEPARTMENT
Fire Chief Buskohl explained the request. Councilman Bishop moved to purchase radio equipment for the Fire Department from Communications Direct Inc for $22,217.25. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF MEMORANDUM OF SATISFACTION OF CONTINGENCY WITH RESPECT TO CONSTRUCTION REQUIREMENTS OF HVARRE HOLDINGS, LLC FOR FORMER WASHINGTON PARK PROPERTY
Councilman Oros moved to approve the memorandum of satisfaction of contingency with respect to construction requirements of Hvarre Holdings, LLC for former Washington Park property. Seconded by Councilman Considine. Attorney LeSage explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF DIXON CHAMBER OF COMMERCE AND MAIN STREET GRANT MATCH
Councilman Venier moved to approve the $40,000 grant match to Dixon Chamber of Commerce and Main Street. Seconded by Councilman Considine. DCCMS Director Amanda Wike explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF PRELIMINARY CONSTRUCTION ENGINEERING SERVICES AGREEMENT WITH WILLETT HOFMANN AND ASSOCIATES FOR THE OPPORTUNITY ZONE GRANT
Councilman Bishop moved to approve the preliminary construction engineering services agreement with Willett Hofmann and Associates for the Opportunity Zone Grant. Seconded by Councilman Venier. Public Works Director/Assistant City Manager Heckman explained this and the next two requests, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes.
