City of Fulton City Council met July 10

City of Fulton City Council met July 10.

Here are the minutes provided by the council:

Meeting was called to order by Mayor Wendy Ottens at 5:30 p.m. On roll call, Alderpersons King, VanKampen, Burggraaf, Wilkin, and Brondyke were present. Alderpersons Banker, Boonstra and Mask were absent. Police Chief Neblung, City Attorney Huizenga and City Clerk Wade were also in attendance.

The Pledge of Allegiance was recited.

New Appointments by Mayor Wendy - None

Recognition of Volunteers - None

Communications from Visitors - Moby Zuberi was present and asked what the Council had decided on his request for an A1 Liquor License for the property at 1615 4th St. (Fulton Oil Mart). Mayor Wendy told him it is on the agenda for this meeting.

Presentations – Alderperson King gave an explanation of the required NIMS certification for all Council members.

Mayor Wendy made a motion to approve the Consent Agenda.

Motion to approve the City Council Meeting Minutes from June 26, 2023.

Motion to approve June 26, 2023, Bill List.

Motion to approve June 26, 2023, Treasurer’s Report.

Motion to approve by Alderperson King, seconded by Alderperson Brondyke.

On Roll Call: All yes. Alderpersons Banker, Boonstra and Mask were absent.

Motion passed.

Business

Mayor Wendy stated the only business that is needed is a motion to approve the A1 Liquor License for the Fulton Oil Mart.

The motion was not passed because of a lack of motion. Mayor Wendy stated that there will be no action taken on this tonight.

Committee of the Whole Discussion –

Clinton to Fulton MTA bus. Chief Neblung introduced Mr. Dennis Hart, Transit Director with the Clinton MTA. He discussed how this request came about and that they are willing to do a trial run for bus service from Fulton to Clinton, starting Aug. 21 to Dec. 1, 2023. He explained the maps that he gave to the Council regarding the routes. He stated the cost for the trial will be approximately a little over $10,000.00 for those 69 days. This is about 25% of the actual cost to the City of Clinton.

Mayor Wendy thanked Mr. Hart for attending the City Council meeting and giving the information that is needed for a decision. She then asked Chief Neblung if he had any additional comments.

Chief Neblung asked that it be added to the next council meeting agenda a motion to approve or disapprove the service the Clinton MTA is offering.

Discussion was held on the where the funds would come from for this trial run. It would come from the General Fund (miscellaneous) for now then a line item would be created for it if was to continue.

An application for the City Administrator position is enclosed, it does mimic the application for the Police Dept. but with changes made to fit the description of a City Administrator. It’s quite detailed and that’s good.

Parks & Rec -No

Public Safety – Alderperson Terry Boonstra was going to report on NIMS, but he is absent. Alderperson Keith King will explain this to the Council. What NIMS actually is - if the City of Fulton had a disaster of some sort and we would have to call outside the City for resources we would be charged for other services. In order to get State and Federal funding for outside disaster relief, all Alderpersons need to NIMS compliant. The Mayor and City Administrator included.

Alderperson King stated that Boyd VanDellen would be willing to set up a training session for all of us on a Saturday at the Fulton Fire Dept.  Everyone would have to take the training to be compliant. If we are not all in compliance, we will still help from outside resources, but we will have to pay for those services out of City funds.

If we’re all compliant then the State and Federal Governments will pay for it. Alderperson King suggested just a morning class or possibly splitting it up in to 2 classes. NIMS in the National Incident Management System. This is not new, we just have not been compliant. Chief Neblung spoke on the actual requirements for the Council to be become NIMS compliant. Mayor Wendy is in favor of all being certified.

The council would be the team to facilitate the town if a disaster should happen.

Mayor Report - the TIF agreement is agreed upon and it’s in the hands of the attorneys.

Mayor Wendy is heading to DC after this meeting to advocate for money needed for Fulton.

Mayor Wendy asked that the Council go into closed session to discuss litigation and personnel - Alderperson King motioned, seconded by Alderperson Brondyke to enter closed session at 5:50 p.m. Roll call vote, all yes, motion carried.

Resume Regular Council Meeting – Roll call vote, all yes, motioned carried.

Adjourn Meeting – Mayor asks if all are in favor of adjourning regular meeting. Roll call vote, all in favor. Aye’s have it – meeting adjourned at 6:14 p.m.
