City of Polo City Council met July 17

City of Polo City Council met July 17.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, Alderman Busser, and Alderman Randy Schoon.

Absent: None.

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon, second by Alderman Bardell to approve the following items on the Consent Agenda:

A. Minutes from the July 03, 2023 Council Meeting.

B. List of Bills as amended. Alderman Bardell added bills from Reaver Plumbing for $8450.09, In the Swim for $1,621.55, and Dollar General for $20.50 for the pool department and Alderman Busser added a bill from Constellation for $2398.18 for the street department.

C. Treasurer’s Report

Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments:

Members of the public are welcome to speak at this time but are limited to only 3 minutes.

7. Committee Reports

➢ Alderman Chesnut- None.

➢ Alderman Weaver- The gentlemen started working on the wall up town. Alderman Weaver talked with Max Snook about the concrete sidewalk on Mason Street by Louise Quick Park and he will be getting with Kendall to discuss fixing the sidewalk.

➢ Alderman Bardell- None.

➢ Alderman Kochsmeier- None.

➢ Alderman Busser- None.

➢ Alderman Schoon- Last Friday, Darin Stykel called Randy to let him know that we will be getting $2,000,000 for the lead replacement services. They are going to go out for bids by the end of August and they want it done by the end of July next year.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- JRB meeting on Monday, August 7th at 6:30 PM

➢ Public Works Director Kendall Kyker- This weekend they will be redoing the sidewalk at the West Side Concession Stand to make it handicap accessible.

8. Items Removed from Consent Agenda

NONE

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on Ordinance 23-09, 2023/2024 Appropriation Budget. (second reading)

Alderman Schoon made a motion to approve ordinance 23-09, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Schoon, Chesnut.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on pay request #10 from Martin & Company Excavating, Change Order #6, and Willett Hofmann & Associates Engineering Invoice.

Alderman Schoon made a motion to approve pay request #10, change order #6, and Willett Hofmann & associates engineering invoice, seconded by Alderman Bardell. Motion carried 6-0. Yes Bardell, Kochsmeier, Busser, Schoon, Chesnut, Weaver.

B. Consideration & Possible Action on building a new City Hall building.

Buffalo Township had their monthly meeting and their board members asked some questions that Hunter Gray and Phil Fossler didn’t have the answer to. The City Council discussed those questions and Buffalo Township will go back to their board to get a commitment to proceed.

Alderman Schoon made a motion to proceed with layout option #1 for the new City Hall, seconded by Alderman Bardell. Motion carried 6-0. Yes- Kochsmeier, Busser, Schoon, Chesnut, Weaver, Bardell.

C. Consideration & Possible Action on vacating W. Cranbrook Ln in the Meadows Subdivision.

After much discussion, Public Works Director Kyker will speak with Mr. Weber to see what his reasons are for wanting the city to vacate W. Cranbook Ln. If there is no good reason, the city will not vacate.

11. Other Items for Discussion & Information

Attorney Suits stated that the next court date with Mr. Farraj is August 8th.

12. Adjournment

Motion by Alderman Schoon, second by Alderman Kochsmeier adjourn from regular session at 8:11 p.m. Motion carried 6-0.
