City of Dixon City Council met July 24.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Considine, Venier, Bishop, and Mayor Hughes answered roll call. Absent: Councilman Oros

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given Councilman Venier.

WORK SESSION

DIXON SISTER CITIES

Jodi Monk, President of the Dixon Sister Cities gave a background on the Sister Cities. At the Illinois Sister Cities Annual Conference, Dixon Sister Cities was presented with the 2023 Champion of Youth Award. The group presented the award to the Mayor and Council.

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of Regular Session Council Meeting of Monday, July 10, 2023, be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $1,686,200.86 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

Public Works/Assistant City Manager Heckman updated the Council on the work going on throughout the City: Safe Routes to Schools, Division and Fargo; ITEP; Gateway; General Maintenance Resurfacing of Roads.

COUNCIL REPORTS

Mayor Hughes – Sent a letter to the Bergemeister of Herzberg inviting them to visit the City of Dixon next year for the Sister Cities program.

Councilman Bishop – Commented on the Sister Cities next year. With all the work going on around the city, it can be hard to get around, please bear with us, it will be worth it

Councilman Considine – Thanked the Sister Cites organization. With so many things going on, please be cognizant and kind to everyone.

Councilman Venier – None.

Councilman Oros – Absent.

ORD# 3359 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – PUBLIC WORKS VEHICLES

Councilman Venier moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Public Works Vehicles. Seconded by Councilman Bishop. Water Manager/Assistant Public Works Director Huyett explained the request, and discussion ensued. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3360 – AUTHORIZE THE SALE TO CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – ASPHALT ZIPPER

Councilman Bishop moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Asphalt Zipper. Seconded by Councilman Considine. Public Works/Assistant City Manager Heckman explained the request, and discussion ensued. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RESOLUTIONS

APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN SAUK VALLEY COMMUNITY COLLEGE AND THE CITY OF DIXON

Councilman Venier moved to approve the Memorandum of Understanding between Sauk Valley Community College and the City of Dixon with respect to the Small Business Development Center. Seconded by Councilman Considine. Mayor Hughes and Kim Ewoldsen explained the request and background on the development center, and discussion ensued. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE 1-TON TRUCK

STREETS AND PROPERTIES DEPARTMENT

Councilman Bishop moved to approve the purchase of one (1) 2024 GMC Sierra 3500 HD truck from Ken Nelson for $47,647 for the Streets and Properties Department. Seconded by Councilman Venier. Water Manager/Assistant Public Works Director Huyett explained this request and the next three requests, discussion ensued throughout. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE 3/4-TON TRUCK

STREETS AND PROPERTIES DEPARTMENT

Councilman Considine moved to approve the purchase of three (3) 2024 GMC Sierra 2500 HD trucks from Ken Nelson for a total of $149,743 for the Streets and Properties Department. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE 3/4-TON TRUCK

WASTEWATER DEPARTMENT

Councilman Venier moved to approve the purchase of two (2) 2024 GMC Sierra 2500 HD trucks from Ken Nelson for a total of $98,152 for the Wastewater Department. Seconded by Councilman Bishop. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE 1/2-TON TRUCK

WATER DEPARTMENT

Councilman Bishop moved to approve the purchase of one (1) 2024 GMC Sierra 1500 HD truck from Ken Nelson for of $44,265 for the Water Department. Discussion ensued with respect to the truck approved last meeting not being available. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes asked if there were any other comments, hearing none he declared the meeting adjourned.
