City of Dixon City Council met Aug. 7.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Pastor Mike Sutcliffe, Three Trees Ministries.

WORK SESSION

SAUK VALLEY VOICES OF RECOVERY HOME UPDATE

Gerald Lott, from Sauk Valley Voices of Recovery reviewed the last quarter reporting on the sober home, and upcoming programs. Discussion ensued throughout.

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of Regular Session Council Meeting of Monday, July 24, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $2,069,948.84 be approved and ordered paid. Seconded by Councilman Considine. Discussion ensued regarding the investments in this report. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through June 2023 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Fire Chief Buskohl – Honored Ed Higby who passed away last night. Ed started with the Fire Department in 1976 and has been active in some capacity up until last year.

CITY MANAGER REPORT

City Manager Langloss – Recognized the Public Works Department for their hard work and teamwork with the storm cleanup. Recognized Finance Director Fredericks for initiating investments bonds with interest rising for good rates of returns. Gateway development continues, Chipotle breaking ground next week, Casey’s, multi-tenant building and second hotel. Recognized Dixon Chamber of Commerce and MainStreet for the way they have grown their programs.

COUNCIL REPORTS

Mayor Hughes – None.

Councilman Bishop – Great job by the Public Works team during the storm, thank you.

Councilman Considine – Recognized Dixon Chamber of Commerce and MainStreet actively growing and looking forward.

Councilman Oros – Echoed all sentiments, great to be in a community that supports each other, a destination community. United Way is hosting a Day of Caring on September 23rd, there are opportunities for volunteers to help.

Councilman Venier – Echoed all of the Public Works and Dixon Chamber of Commerce and MainStreet teams. Venetian Night is this Saturday at 5:00pm, and Wednesday nights and Friday nights. Sterling/Newman Austin Hubbard is involved in UFC Fighting, ESPN did a news story and it featured Dixon.

ORD# 3361 – AUTHORIZING A VARIANCE PURSUANT TO THE PETITION OF SHAMIRAN AND AGIM SELMANI

(1308 S. PEORIA AVENUE, DIXON, IL)

Councilman Venier moved to approve the ordinance authorizing a variance pursuant to the petition of Shamiran Selmani for 1308 S Peoria Ave, Dixon IL. Seconded by Councilman Bishop. Building Official Shipman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3362 – AUTHORIZING A SPECIAL USE PURSUANT TO THE PETITION OF REPLAYS ARCADE LLC

Councilman Bishop moved to approve the ordinance authorizing a special use pursuant to the petition of Replays Arcade, LLC. Seconded by Councilman Oros. Building Official Shipman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3363 – AUTHORIZING A SPECIAL USE PURSUANT TO THE PETITION OF CASEY’S RETAIL COMPANY

Councilman Oros moved to approve the ordinance authorizing a special use pursuant to the petition from Casey’s Retail Company and Arc Design Resources for an automobile fuel station, at 1751 S Galena Avenue. Seconded by Councilman Considine. Building Official Shipman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3364 – AUTHORIZING A SIGN VARIANCE PURSUANT TO THE PETITION OF CASEY’S RETAIL COMPANY

Councilman Considine moved to approve the ordinance authorizing a sign variance pursuant to the petition from Casey’s Retail Company & Arc Design Resources. Seconded by Councilman Venier. Building Official Shipman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3365 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – AMBULANCE CHASSIS

Councilman Venier moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Ambulance Chassis. Seconded by Councilman Bishop. Fire Chief Buskohl explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3366 – AUTHORIZE THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – STREETS AND PROPERTIES

Councilman Bishop moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Streets and Properties. Seconded by Councilman Oros. Public Works Director /Assistant City Manager Heckman explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3367 – AMENDING THE DIXON CITY CODE TITLE III, CHAPTER 10 MUNICIPAL BAND

Councilman Oros moved to approve the ordinance amending the Dixon City Code Title III, Chapter 10 – Municipal Band. Seconded by Councilman Considine. Mayor Hughes and Chris Hammitt explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RESOLUTIONS

APPROVAL OF FAA AGREEMENT FOR TRANSFER OF ENTITLEMENTS

Councilman Considine moved to approve the FAA Agreement for Transfer of Entitlements with respect to Shelby County. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF ENGINEERING AGREEMENT BETWEEN THE CITY OF DIXON AND CRAWFORD, MURPHY & TILLY, INC FOR DESIGN AND SPECIAL SERVICES OF RUNWAY 12/30

Councilman Venier moved to approve the agreement with Crawford, Murphy & Tilly, Inc for design and special services related to Runway 12/30 pavement rehabilitation for the not to exceed amount of $95,500. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained this request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT BETWEEN THE CITY OF DIXON AND STRAND ASSOCIATES FOR DESIGN OF WASTEWATER TREATMENT PLANT IMPROVEMENTS

Councilman Bishop moved to approve the engineering agreement between the City of Dixon and Strand Associates for treatment plant improvements not to exceed $700,000. Seconded by Councilman Oros. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A TREE MAINTENANCE AGREEMENT BETWEEN THE CITY OF DIXON AND TAYLOR’S WAY

Councilman Oros moved to enter into an agreement with Taylor’s Way for downtown tree maintenance totaling $20,391. Seconded by Councilman Considine. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE PURCHASE OF A TRAFFIC LINE PAINTER

Councilman Considine moved to approve the purchase of the 2023 Graco traffic line painter from Dixon Paint Co. for $37,597.31. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: Councilman Considine. Motion Carried

APPROVAL OF THE PURCHASE OF A LOADER AND ATTACHMENTS

Councilman Venier moved to approve the purchase of a 2023 Case CA321F loader and attachments from Miller-Bradford & Risberg, Inc for $123,800.00. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request and discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.
