City of Morrison City Council met Sept. 25.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on September 25, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by Mayor Vandermyde. City Clerk Michael Hemmer recorded the minutes.

Alderpersons present on roll call were Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Absent: None. Other city officials present were Police Chief Valladares, City Treasurer Jones and City Administrator Melton.

PUBLIC COMMENT

Brian Bartoz reported to Council an additional 117 signatures against any changes to Genesse Street bringing the total number of signatures to 243 in opposition. Further details regarding their opposition were not defined or confirmation of the respondents being Morrison residents.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

Recreational Services Director Jacobs submitted a written report to the Council.

Administrator Melton reminded Council that the next meeting would be Tuesday, October 10 at 6:30 p.m. and that the Public Works’ groomer was broken and would need to be replaced. Cost estimate for a new replacement is $30-35,000.

Chief Valladares submitted a written report and informed the Council that his office was working with the Big Brothers/Big Sisters program in establishing a mentor program; his department assisted the Fulton Police Department in their parade; he attended new police chief training; and that the department is now short 2 officers with the resignations of Officers Sheppard and Spencer.

CONSENT AGENDA

Ald Mahaffey moved to approve Council Meeting Minutes for September 11, 2023, Bills Payable - $128,822.94, Treasurer’s Report – August, Halloween Trick-or-Treating – Tuesday, October 31, 2023 4pm-7pm, and Proclamation – Domestic Violence Awareness Month - October; seconded by Ald Zuidema. Ayes: Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: None. Motion passed.

ITEMS REMOVED FROM CONSENT AGENDA

None.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Ald Zuidema moved to approve, pending final acceptance by staff, to purchase the Cub Cadet Pro Z 972 as quoted from Birkey’s, at $16, 610.00; seconded by Ald Tichler. Ayes: Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner, and Tichler. Nays: None. Absent: None. Motion passed.

Ald West moved to approve Resolution 23-06 Referring Annexations to Planning & Zoning Board; seconded by Ald Mahaffey. All Ayes by voice vote. Absent: None. Motion passed.

Motion to approve Genesee Street & Lincolnway Intersection Improvement Plan – Step 1: Traffic Signals died due to a lack of motion.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Administrator Melton discussed renewal of Ordinance & Agreement – City of Morrison & Odell Public Library and its change regarding the city taking over mowing responsibilities.

Mayor Vandermyde discussed remapping the city’s voting wards. Citing 2022 Census data, Wards 2 and 4 are larger (each by more than 1,000 residents) than Wards 3 & 4.

Administrator Melton discussed the city’s Capital Plan – Streets & Utilities Infrastructure. Aldermen Zuidema and Bruckner would like to add alley repairs. Alderman Tervelt questioned the viability of fiber on Main St. Administrator Melton said that city officials were investigating and had a meeting scheduled with iFiber, Surf Internet and Gensini Construction.

ADJOURNMENT

Ald Zuidema moved to adjourn the meeting; seconded by Ald Schlegel. The meeting adjourned at approximately 7:26 pm without objection.
