City of Mt. Carroll City Council met Dec. 21.

Here are the minutes provided by the council:

Stan Kosmeski rang the bell to announce the start of the meeting.

Mayor Bates called the meeting to order at 3:01 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Jeff Elliott, present, Mike Risko, present, Paul Kaczmarski, present, Nancy Bandemer, present, Doug Bergren, present.

New Business

1. Discussion and Possible Action to accept Tanner Thompson’s Resignation as the Davis Center Director: Alderman Risko made a motion to accept Tanner Thompson’s resignation with his last day being December 29, 2023 and Alderman Bergren seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bandemer, yes, Bergren, yes. Vote: 5 yeses, and 0 nos. Motion carried.

2. Discussion and Possible Action of Ward 2 Alderman Nancy Bandemer‘s Letter of Resignation and the Declaration of vacancy: Effective immediately and with great regret Alderman Elliott made the motion to accept Alderman Nancy Bandemer’s resignation and Alderman Kaczmarski seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bandemer, abstain, Bergren, yes. Vote: 4 yeses, 1 abstain and 0 nos. Motion carried

3. Discussion and Possible Action to Appoint a Davis Community Center Director: Mayor Bates asked to Council to appoint Nancy Bandemer as the new Davis Community Center Director at a Salary of $55,000.00 with insurance and IMRF included. Alderman Risko made the motion to appoint Nancy Bandemer as the new Davis Community Center Director and Alderman Kaczmarski seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bergren, yes. Vote: 4 yeses, and 0 nos. Motion carried

4. Discussion and Possible Action to Approve Accounts Payables: Finance Chairman Alderman Kaczmarski reviewed the payables and made a motion to approve 17 Accounts Payables at $30,616.65 and Alderman Elliott seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bergren, yes. Vote: 4 yeses, and 0 nos. Motion carried

5. Discussion and Possible Action to Approve another phone line at the Davis Community Center: Alderman Risko made the motion to approve the additional phone line at $20.86 a month and Alderman Kaczmarski seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bergren, yes. Vote: 4 yeses, and 0 nos. Motion carried

General Audience

Chief Cass introduced Andrew Overcash our new police officer trainee to the Council

Adjorned at 3:14 p.m.

Alderman Elliott made a motion to adjourn and Alderman Kaczmarski seconded. Roll call vote: Alderman Kaczmarski, yes, Risko, yes, Elliott, yes, Bergren, absent. Vote: 4 yeses and 0 nos. Motion carried.
