City of Morrison City Council met Jan. 8.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on January 8, 2024, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by Mayor Scott Vandermyde. City Clerk Michael Hemmer recorded the minutes.

ROLL CALL

Alderpersons present on roll call were Greg Kruse, Todd Schlegel, Harvey Zuidema, Josh West, Vernon Tervelt, and Matt Tichler. Absent: Sidonna Mahaffey, Kevin Bruckner, and Recreational Services Director Nathan Jacobs. Other city officials present were Police Chief Pedro Valladares, City Treasurer Maggie Jones, and City Administrator Brian Melton.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

Chief Valladares reviewed with council the background of new officer Drew Misfeldt who will join the department in April.

City Administrator Melton presented his report, "City of Morrison - 2023: A Year in Review”. Mayor Vandermyde was pleased to see how well the city was using the state's funding sources. Ald Schlegel said this information was good to get out to the residents.

CONSENT AGENDA

Ald West moved to approve Council Meeting Minutes for December 11, 2023, Bills Payable for December (Year Ending) - $409,103.71, Bills Payable - $36,671.28, Treasurer's Report, November 2023 (Month 7, FY2024); seconded by Ald Schlegel. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, and Tichler. Nays: None. Absent: Mahaffey and Bruckner. Motion passed.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

No items were removed from Consent Agenda.

Ald Schlegel moved to award bid for AC/Air Handlers Replacement Project - Odell Public Library/Community Room, to Loescher Heating & Air Conditioning, Co., $198,650; seconded by Ald Tichler. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, and Tichler. Nays: None. Absent: Mahaffey and Bruckner. Motion passed.

Ald Schlegel moved to approve Engineering Agreement with Willett Hofmann & Assoc., Wall & Larch Watermain Replacement Project, $84,000 (ARPA Funds); seconded by Ald West. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, and Tichler. Nays: None. Absent: Mahaffey and Bruckner. Motion passed.

EXECUTIVE SESSION

Ald Schlegel moved to enter Executive Session pursuant to 5 ILCS 120/2(c)(1) Appointment, employment, compensation, discipline, performance, etc.; seconded by Tichler. All ayes by voice without objection. Executive Session began at approximately 6:55pm. The session was audio recorded.

Ald West moved to exit Executive Session, seconded by Ald Schlegel. All ayes by voice without objection. Motion passed and Regular Session resumed at 7:15 p.m.

ACTION FOLLOWING EXECUTIVE SESSION

Ald West moved to authorize City Administrator Melton, at his discretion, to consider and offer an annual salary increase of 3% to 5% for Recreation Services Director Jacobs & Chief of Police Pedro Valladares effective on their one-year anniversaries; seconded by Ald Schlegel. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, and Tichler. Nays: None. Absent: Mahaffey and Bruckner. Motion passed.

ADJOURNMENT

Ald Zuidema moved to adjourn the meeting; seconded by Ald Schlegel. The meeting adjourned at approximately 7:17 pm without objection.
