City of Dixon Airport Advisory Board met March 18.

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:31pm.

ROLL CALL

Councilman Bishop, Considine, Oros, and Mayor Hughes answered roll call. Absent: Councilman Venier.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Young Sun Lee, First United Methodist Church.

WORK SESSION

Amanda Wike, Executive Director of Dixon Chamber Commerce and Main Street presented the annual report. She gave a recap on 2023: digital advertising, tourism data, events, video productions. Plans for the upcoming year: digital advertising, events and marketing, events schedule, partnerships, new website, local and regional radio and print advertising.

None

PLACE FY 2024/2025 BUDGET ON FILE

Finance Director Leslie explained the request and budget approval process. Councilman Bishop moved that an Ordinance for the Operating Budget of the City of Dixon, Lee County, Illinois for the fiscal year 2024/2025 be placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Special and Regular Session Council Meetings of Monday, March 4, 2024 and the Special Session Council Meeting of Wednesday, March 6, 2024; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $592,078.71 be approved and ordered paid. Seconded by Councilman Bishop. Discussion ensued noting large payments. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – Commented on the incredible job of Amanda Wike and her team.

COUNCIL REPORTS

Mayor Hughes – Reminder that tomorrow is Election Day. Thanked the Rock River Shamrock Club and the Knights of Columbus for the events on Saturday.

Councilman Bishop – Seconded the Mayor’s comments. As the weather gets nicer departments will be out more, be patient.

Councilman Considine – Encouraged everyone to get to the polls. Thanked the Dixon Garden Club for daffodils at Peace Park, it is uplifting to see them.

Councilman Oros – Spoke about Rotary Club’s shrimp boil, and we have so many great service clubs, impressed at how many people support our community.

Councilman Venier – None

ORD# 3392 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – COMPUTING DEVICES

Councilman Bishop moved to authorize the ordinance for disposal of personal property computing devices. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried.

AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, SECTION 5-13-6 – NUMBER OF LIQUOR LICENSES

Councilman Oros moved to approve the ordinance amending Title V, Chapter 13, Section 5-13-6- Number of Liquor Licenses with respect to Class D & D-1, collectively, not to exceed 18 in number. Seconded by Councilman Considine. Mayor explained the request. Discussion ensued. General consensus was to wait for the full council to vote, Mayor Hughes placed the ordinance on the table until next meeting.

RES# 3123-24 – CONFIRMING RE-APPOINTMENT

TO THE RIVERFRONT COMMISSION

Councilman Considine moved to re-appoint Larry Reed and Nancy Fritts to the Riverfront Commission for a term ending March 31, 2026, or until their respective successors are duly appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3124-24 – CONFIRMING RE-APPOINTMENT

TO THE RIVERFRONT COMMISSION

Councilman Bishop moved to appoint Kevin Marx and Gary Gelhbach to the Riverfront Commission for a term ending March 31, 2026, or until their respective successors are duly appointed and qualified. Seconded by Councilman Oros. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE CITY OF DIXON PROCUREMENT POLICY

APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF DIXON AND HOUSEAL LAVIGNE ASSOCIATES, LLC WITH RESPECT TO THE DIXON COMPREHENSIVE PLAN

Councilman Oros moved to approve a Professional Services Agreement between the City of Dixon and Houseal Lavigne Associates, LLC with respect to the Dixon Comprehensive Plan. Seconded by Councilman Considine. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

AUTHORIZE THE MAYOR TO ENTER INTO THE ANNUAL JOINT PARTICIPATION AGREEMENT WITH CMS FOR SALT PURCHASE WITH THE STATE OF ILLINOIS

Councilman Considine moved to authorize the Mayor to enter into the Annual Joint Participation Agreement with CMS for salt purchase with the State of Illinois. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT WITH WILLETT AND HOFMANN WITH RESPECT TO THE NEW STORAGE BUILDING AT THE WASTEWATER TREATMENT PLANT

Councilman Bishop moved to approve the engineering agreement between the City of Dixon and Willett Hofmann and Associates for the design and engineering of a new storage building at the Wastewater Treatment Facility in the amount of $155,000. Seconded by Councilman Oros. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT WITH WILLETT AND HOFMANN WITH RESPECT TO PURITY MILLS LIFT STATION AND FORCE MAIN IMPROVEMENTS

Councilman Oros moved to approve the agreement with Willett Hofmann and Associates for the design and engineering of Purity Mills Lift Station and Force Main improvements in the amount of $170,000. Seconded by Councilman Considine. Wastewater Manager McNitt explained the

request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.

The meeting adjourned at 6:13pm.
