City of Polo City Council met April 1.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, Alderman James Busser and Alderman Randy Schoon.

Absent: None.

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon second by Alderman Chesnut to approve the following items on the Consent Agenda:

A. Minutes from the March 18, 2024 Council Meeting.

B. Minutes from the March 18, 2024 Public Hearing

Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

7. Committee Reports

➢Alderman Chesnut- None.

➢Alderman Weaver- Still working on people to get their yards cleaned up.

➢Alderman Bardell- Deadline for lifeguard and concession stand personnel applications is this Friday, April 5th.

➢Alderman Schoon- The contractors will be starting May 1st for the lead service line replacement. They hope to be done by the end of the summer.

➢Alderman Busser- None.

➢Alderman Kochsmeier- None.

➢Police Chief Matt Coppotelli- None.

➢City Clerk Bartelt-None.

➢Public Works Director Kendall Kyker- Sandblasting is done at the pool. All the sand is also out of the pool.

8. Items Removed from Consent Agenda

NONE

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 24-04, an ordinance amending the Polo Liquor Code in Connection with the Annual 4U Charities Event. (second reading)

Alderman Bardell made a motion to approve ordinance 24-04, seconded by Alderman Schoon. Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on the labor for sand blasting the Polo pool.

Alderman Bardell made a motion to approve the labor for the sand blasting the Polo pool by Pecover Decorating Services, Inc. in the amount of $19,500.00, seconded by Alderman Busser. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Schoon, Chesnut.

B. Consideration on a Proclamation for Child Abuse Prevention Month from April 1-30, 2024. Mayor Knapp read a proclamation for child abuse prevention month for the month of April 2024.

C. Consideration & Possible Action on Sanitation Bids.

The City of Polo received three sanitation bids. They were from Midwest Disposal, Northern IL Disposal, and Republic Services.

Northern IL Disposal has 11 communities right now. They would be honored to service the City of Polo. Jim Pozzi from Republic Services stated that a lot of the issues during the acquisitions but we have that ironed out now.

Midwest Disposal has been around for three years. Their grandfather was in the sanitation business so they are familiar with the industry.

Alderman Schoon made a motion to move forward with Midwest Disposal’s bid proposal subject to the final contract, Alderman Bardell.

Motion carried 4-2. Yes- Bardell, Kochsmeier, Schoon, Chesnut. Abstain- Busser and Weaver.

D. Consideration & Possible Action on hiring a pool manager for the Polo pool.

Alderman Bardell made a motion to hire Elizabeth Stamm as pool manager at a rate of $19 an hour effective immediately, seconded by Alderman Busser. Motion carried 6-0. Yes- Kochsmeier, Busser, Schoon, Chesnut, Weaver, Bardell.

E. Consideration & Possible action on employee raises.

This will be discussed in closed session.

11. Other Items for Discussion & Information

Motion made by Alderman Schoon to go into closed session at 7:24 PM, seconded by Alderman Busser. Motion carried 6-0. Busser, Schoon, Chesnut, Weaver, Bardell, Kochsmeier.

12. The Polo City Council returned to open session at 8:12 PM.

Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, Alderman James Busser and Alderman Randy Schoon.

Alderman Busser made a motion to approve the following raises: Geraud: $24 an hour, New Police officer hire: $24, Sherri Gilbert: $15, Cale Fry: $25, Sue Waszak: $24.50, Sydney Bartelt: $24.50, Kenneth Yingling: $26, Kendall Kyker: $30, Nate Millard: $24.50, Mike Mumford: $33.50, Veteran Lifeguard: $12.50, New Lifeguard: $12.00, Lifeguards over 18: $14.00, seconded by Alderman Weaver. Motion carried 5-1. Schoon, Chesnut, Weaver, Bardell, Kochsmeier, Busser.

13. Adjournment

Motion by Alderman Bardell, second by Alderman Busser to adjourn from regular session at 8:18 p.m. Motion carried 6-0.
