City of Mt. Carroll City Council met April 9.

Here are the minutes provided by the council:

Dan Kruse rang the bell to announce the start of the meeting.

Mayor Carl Bates called the meeting to order at 7:30 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Jeff Elliott, present, Mike Risko, present, Paul Kaczmarski, absent, Doug Bergren, present, Jody Wolber, present.

Alderman Wolber led the Pledge of Allegiance

Invocation was led by Mary Boelkens

Alderman Elliott made a motion to approve the minutes from the March 26, 2024 Regular City Council meeting Alderman Risko seconded. Roll Call Vote: Alderman Elliott, yes, Risko, yes, Bergren, yes, Wolber, yes, Kaczmarski, absent. Vote: 4 yeses, 1 absent and 0 nos. Motion carried.

Alderman Risko made a motion to authorize the payments of 32 claims payable for $45,253.20 Alderman Elliott seconded. Roll Call Vote: Alderman Risko yes,, Elliott, yes, Bergren, yes, Wolber, yes, Kaczmarski, Absent. Vote: 4 yeses, 1 absent and 0 nos. Motion carried.

Mayor Bates reported the bank account balances were totaling $3,789,150.51 as of April 5, 2024

Streets

Under Committees, Street Chairman Elliott reported the Street Department would be running the Street Sweeper; removing the Cemetery Flowers and doing some cold patching. He read a Thank-You note from Tony Timm Family for fixing the sidewalk and adding gravel for a new parking spot.

Police

Reviewed monthly Police Report and Chief Cass reported he is still looking for quotes for replacing the Tahoe.

Davis Community Center

We have hit 2 months of being open. We have Fitness classes started and well attended, along with Community Coffee, Game Night, Volleyball and Basketball Leagues. Director Bandemer reported that she is working on the final steps of getting Silver Sneakers Program in place by May. We will also be hosting the Mt. Carroll Chamber Membership Meeting on April 18, 2024

Finance

Recommendation to pay 32 accounts payable for a total of $45,253.30.

Reviewed budgets for General Fund, BDD, Special Revenue with Miscellenous smaller funds. Alderman Elliott made a motion to approve all budgets presented and revised and Alderman Risko seconded. Roll Call Vote: Alderman Elliott yes,, Risko, yes, Bergren, yes, Wolber, yes, Kaczmarski, Absent. Vote: 4 yeses, 1 absent and 0 nos. Motion carried.

NEW BUSINESS

1. Discussion and Possible Action for Donation Request to the West Carroll School Radiothon: Alderman Elliott made a motion for a donation of $100.00 to West Carroll and Alderman Wolber seconded. Roll Call Vote: Alderman Elliott, yes, Wolber, yes, Risko, yes, Bergren, yes, Kaczmarski, absent, Vote: 4 yeses, 1 absent and 0 nos. Motion carried.

2. Discussion and Possible Action of Distribution of 108 N. Carroll Street: Consensus to move forward and make this suplus property at the next meeting

General Audience:

Len Anderson said that they would need some dirt to go in the curbs at the Stonehouse. Mike Risko reminded everyone that the BDD Façade’ Grant applications will be closing on May 3, 2024

Adjourn to Executive Session

Alderman Elliott made a motion to adjourn and go into Executive Session at 7:54 for Employment Compensation and Alderman Risko seconded.

Alderman Bergen made a motion to adjourn the meeting at 8:22 p.m., Alderman Risko seconded. Roll Call Vote: Alderman Bergren, yes, Alderman Risko, yes, Alderman Elliott, yes, Alderman Wolber, yes, Alderman Kaczmarski, absent. Vote: 4 yeses, 1 absent and 0 nos. Motion carried.
