City of Polo City Council met April 15,
Here are the minutes provided by the council:
1. Invocation.
2. Pledge of Allegiance.
3. Call to order- Mayor Knapp called the meeting to order.
4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Larry Weaver, Alderman Thomas Bardell, and Alderman Randy Schoon.
Absent: Alderman Keith Chesnut, Alderman Joseph Kochsmeier, and Alderman James Busser.
5. Motion to approve the Consent Agenda
Motion made by Alderman Schoon second by Alderman Weaver to approve the following items on the Consent Agenda:
A. Minutes from the April 1, 2024 Council Meeting.
B. List of Bills as amended. Alderman Chesnut added bills for Uniform Den for $ 1,112.41 and Legacy Prints for $4,948.00 for the police department, Alderman Bardell added a bill for ComEd for $83.50 for the parks and pool department, Alderman Bardell added bills for MWG Administrators for $3,071.86 and BCBS for $13,945.50, Carrot-Top for $1,290.76, Fehr Graham for $22,146.75, and Dearborn Life Insurance Co for $98.00 for the administration department, Alderman Schoon added bills for ComEd for $254.65 for the street department and Alderman Schoon added 7 bills for ComEd for $3,036.80 for the water and sewer department.
C. Treasurer’s Report
Motion carried 3-0. Yes- Weaver, Bardell, Schoon.
6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.
7. Committee Reports
➢ Alderman Chesnut- None.
➢ Alderman Weaver- There is a zoning board meeting on April 30th at 6:00 PM for a six-foot fence on the lot line. The manlift was brought up to Louise Quick Park today. He is going to start on the mural on Friday. ➢ Alderman Bardell- There is a park board meeting this Wednesday at 6:30 PM.
➢ Alderman Kochsmeier- None.
➢ Alderman Busser- None.
➢ Alderman Schoon- Irving Construction ran the pipe in for the sprinkler system and they have to dig it back up and put a bigger pipe on the sprinkler pipe. By the end of next week, they should be putting the floor on top. An update on the pavilion, the stuff from Hilte have been ordered and the stuff from RP lumber has been ordered.
➢ Police Chief Matt Coppotelli- He met with the Andy Faivre this last week to come up with a program to combat with ordinance problems. He is looking for high schoolers who need volunteer hours to assist with cleaning up properties as long as the owner consents.
➢ City Clerk Bartelt- None.
➢ Public Works Director Kendall Kyker- Dale Frey got a hold of Kendall about painting the signs. There is no welcome to Polo signs right now. They are in the process of getting painted. Michael Collins did an amazing job changing all the locks at the parks to make them have the same lock. Kendall had a quote from someone else to get all the new locks and it was over $1,500. Michael did it in an hour and donated his time to the City of Polo. The public works crew did an amazing job cleaning all the sand from the sandblasting. They used the Jet Vac truck. They saved the city about $4,000.

A. Consideration & Possible Action on a quote for painting the Polo pool.
Alderman Bardell made a motion to approve the quote for the painting of the pool in the amount of $18,000.00, seconded by Alderman Schoon. Motion carried 3-0. Yes- Bardell, Schoon, Weaver.
B. Consideration & Possible Action on resolution 24-05, a resolution for electrical municipal aggregation.
Alderman Schoon made a motion to approve resolution 24-05, seconded by Alderman Weaver. Motion carried 3-0. Yes- Schoon, Weaver, Bardell.
C. Consideration & Possible Action on resolution 24-06, a resolution for a temporary closure of IL Route 26 for a Memorial Day parade on 05/27/2024.
Alderman Weaver made a motion to approve resolution 24-06, seconded by Alderman Bardell. Motion carried 3-0. Yes- Schoon, Weaver, Bardell.
D. Consideration & Possible Action on ordinance 24-05, an ordinance approving and adopting the Polo BDD Commercial façade grant program for the Polo business development district I. (first reading) The Polo City Council accepted the first reading of ordinance 24-05.
E. Consideration & Possible Action for pay request #1 for Contract 2 and Willett Hofmann & Associates Engineering Invoice.
Alderman Schoon made a motion to approve pay request #1 for contract #2 and Willett Hofmann & Associates Engineering invoice, seconded by Alderman Bardell. Motion carried 3-0. Yes- Weaver, Bardell, Schoon.
F. Consideration & Possible Action on 2023/2024 Write Offs.
Alderman Schoon made a motion to accept the 2023/2024 write-offs in the amount of $3,116.26, seconded by Alderman Bardell. Motion carried 3-0. Yes- Bardell, Schoon, Weaver.
G. Consideration & Possible Action on ordinance 24-06, the 2024-2025 working budget. (first reading)
The Polo City Council accepted the first reading of ordinance 24-06.
H. Consideration & Possible Action on ordinance 24-07, AN ORDINANCE authorizing the issuance of General Obligation Bonds (Alternate Revenue Source), Series 2024 of the City of Polo, Ogle County, Illinois, in an aggregate principal amount not to exceed $1,250,000 for the purpose of financing the costs of various capital improvements within the City including, but not limited to, the construction of a new city hall and related costs of issuance of the Bonds, and providing for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds. (first reading)
The Polo City Council accepted the first reading of ordinance 24-07.
I. Consideration & Possible Action on an intergovernmental agreement between the City of Polo and Buffalo Township regarding the new City Hall building.
We will discuss this more at the next City Council meeting.
J. Consideration & Possible Action on hiring lifeguards for the 2024 season.
Alderman Bardell made a motion to hire 18 lifeguards and 9 concession stand personnel pay rate that was already discussed, seconded by Alderman Schoon. Motion carried 3-0. Yes- Schoon, Weaver, Bardell.
K. Consideration & Possible Action on a proclamation for motorcycle awareness month.
Mayor Knapp read a proclamation for motorcycle awareness month for the month of May 2024.
L. Consideration & Possible Action on a letter received from the IEPA regarding significant deficiencies.
Alderman Schoon is working on this with Kendall and Mike to come up with a plan and will assist in writing the letter that is required to the IEPA.
11. Other Items for Discussion & Information
Motion made by Alderman Schoon to go into closed session at 7:59 PM, seconded by Alderman Bardell. Motion carried 3-0. Yes- Weaver, Bardell, Schoon.

Motion by Alderman Schoon second by Alderman Bardell to adjourn from closed and regular session at 8:12 p.m. Motion carried 3-0.
