City of East Dubuque City Council met April 15.

Here is the agenda provided by the council:

1. 24-0418 Call to Order – Mayor Digman

Start Time: 6:00 p.m.

2. 24-0419 Staff Reports

a. City Manager Report

Held interviews last week for the Treasurer position and hope to do final interviews next week. Have some good candidates and are excited about the possibilities.

Budget will be available at City Hall on Wednesday for public viewing. Then a week from Wednesday the 24th there will be a public hearing at 6 pm to go over the budget and then the council will consider it on Monday the 29th. Possible to pass the budget that night. Open to the public for any of those meetings.

b. Mayor Report

To clarify for the hiring of the City Treasurer it will go to the council as a recommendation correct. Correct. It is an officer of the City the council’s decision and according to code it is a recommendation from the City Manager.

Community Clean Up Day Saturday May 11th at the City garage from 7 am till noon. Limiting to one pickup load and any electronics or tires need stickers. Stickers can be purchased at City Hall.

City Wide Garage Sales also that weekend. Which is May 8th-11th with a fee of $5 to get your sale on the map which will be distributed around to area businesses.

c. Alderperson Report

i. Belken

What are we going to do with the expansion joints on Montgomery. Talked about that last fall but was moved to this spring. For the deteriorated sections will cut out a square and fill back in with asphalt. We need to wait till the weather is better.

The school had the kids down cleaning up the boat ramp and at Gramercy Park. They cleaned up from the boat ramp to the train tunnel.

Are we going to post the clean up day and garage sales outside City Hall. It is already there and on the website.

d. City Attorney, Susan Hess

Did close on 90 Sinsinawa with proceeds delivered to the city. Was a good project done.

g. Fire Chief, Joe Heim

Was notified Friday that they got a $22,556 grant from the office of State Fire Marshall.

5. 24-0422 Discussion and Possible Action to Approve A Resolution Authorizing the City Manager and Acting City Treasurer to Make the Appropriate Interfund Transfers and Record the Same in the Appropriate Manner for FY 2024 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

These are related to fire and ambulance. These will be the kind of things when we have the budget established these will be automatic things. Decided that these came to council traditionally we would continue at this point. Will discuss the process in the future. Just a standard transfer from the ambulance fund that just collects money to the fire that has already paid.

6. 24-0423 Discussion and Possible Action to Approve Proclamation that the Month of May as Motorcycle Awareness Month in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Read the proclamation.

7. 24-0424 Discussion and Possible Action to Approve Lead Service Line Replacement Project Contract and Signatures in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Is this where all the flags out on Montgomery. Yes they are marking the underground utilities. Met with the contractor last week going over the contract and all the provisions. Including that they provide prevailing wages.
