City of Morrison City Council met April 15.

Here is the agenda provided by the council:

CALL TO ORDER

The Morrison City Council met in Regular Session on April 15, 2024, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 pm by Mayor Scott Vandermyde. City Administrator Brian Melton recorded the minutes. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL

ROLL CALL

Alderpersons present on roll call were Kevin Bruckner, Greg Kruse, Sidonna Mahaffey, Todd Schlegel, Vernon Tervelt, Matt Tichler, Josh West, and Harvey Zuidema. Absent: None. Other city officials present were Police Chief Pedro Valladares. City Clerk Michael Hemmer, City Treasurer Margaret Jones, and Recreation Services Director Nathan Jacobs were absent.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

Chief Valladares provided an update on the recruit’s progression and expected April 25th graduation. Cory Flack is in the process of being hired as a Police Officer and will start in May.

CONSENT AGENDA

Ald Schlegel moved to approve Consent Agenda consisting of Council Meeting Minutes for March 25, 2024; Bills Payable - $71,104.51; Planning & Zoning Commission Meeting Minutes for March 27 & April 10, 2024, Historic Preservation Commission Minutes for April 2, 2024, Mayoral Appointments of Hillary Blevins, Charla Olson and Andy Renkes to Grove Hill Cemetery Board of Trustees, all terms expiring April 30, 2025, and Public Hearing on Proposed Annexation of Contiguous Territory for April 29, 2024 at 6:30 pm; seconded by Ald Zuidema.

Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tervelt, Tichler, West, and Zuidema. Nays: None. Absent: None. Motion passed.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Ald Bruckner moved to post the draft Ordinance 24-01 Fiscal Year 2025 Budget Plan for public review and set Public Hearing for April 29, 2024 at 6:30 pm, seconded by Ald Ticher. After discussion; Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tervelt, Tichler, West, and Zuidema. Nays: None. Absent: None. Motion passed.

Ald Mahaffey moved to approved Ordinance 24-02 Amending Liquor Licenses to establish Class H Banquet Halls/Event Centers, seconded by Ald West. After discussion; Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tervelt, Tichler, West, and Zuidema. Nays: None. Absent: None. Motion passed.

Ald Bruckner moved to approved FY24 Year End Fund Transfers as presented, seconded by Ald West. After discussion; Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tervelt, Tichler, West, and Zuidema. Nays: None. Absent: None. Motion passed.

ITEMS FOR DISCUSSION & INFORMATION

On The Move Organization – Park & Recreation Equipment. OTM members Charla Olson and Trevan Burn provided a brief presentation to the Council on a jumping pillow the organization wishes to donate to the City and place at the Sports Complex. OTM requested assistance from the City to help with the installer and to accept the donated equipment and its ongoing

maintenance. After discussion, the Council seemed in favor of the project and will place the issue on the agenda for action at the April 29th meeting.

CA Melton provided an update on the progress of the Strategic Plan. The survey questionnaire was recently finalized with focus groups planned for a day-time event mid-May. Council members would be part of such focus groups. More information and confirmed dates would be shared as soon as possible.

EXECUTIVE SESSION

Ald Mahaffey moved to enter Executive Session pursuant to 5 ILCS 120/2(c)(1) Appointment, employment, compensation of specific employees …, seconded by Ald Tervelt. All ayes by voice without objection. Executive Session began at approximately 7:01 pm. The session was audio recorded.

Ald Kruse moved to exit Executive Session, seconded by Ald Zuidema. All ayes by voice without objection. Motion passed and Regular Session resumed at 7:15 pm.

ACTION FOLLOWING EXECUTIVE SESSION

Ald Kruse moved to direct Mayor Vandermyde, Ald Bruckner and CA Melton to offer an Employment Agreement to Kevin Soenksen as Chief of Police, seconded by Ald Zuidema. All ayes by voice without objection. Motion passed.

ADJOURNMENT

Ald Zuidema moved to adjourn the meeting; seconded by Ald West. The meeting adjourned at approximately 7:16 pm without objection.
