City of Mt. Carroll City Council met June 11.

Here are the minutes provided by the council:

Alderman Mike Risko rang the bell to announce the start of the meeting.

Mayor Carl Bates called the meeting to order at 7:30 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Doug Bergren, present, Alderman Jeff Elliott, present, Alderman Paul Kaczmarski, absent, Mike Risko, present, Alderman Jeff Soenksen, present, Jody Wolber, present.

Alderman Soenksen led the Pledge of Allegiance

Invocation was led by Mary Boeklens

Alderman Elliott made a motion to approve the minutes from the May 28, 2024 Regular City Council meeting Alderman Soenksen seconded. Roll Call Vote: Alderman Elliott, yes, Soenksen, yes, Bergren, yes, Wolber, yes, Kaczmarski, absent, Risko, yes. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

Alderman Elliott made a motion to authorize the payments of 34 claims payable for $231,520.04 Alderman Soenksen seconded. Roll Call Vote: Alderman Elliott, yes, Soenksens, yes, Bergren, yes, Wolber, yes, Risko, yes, Kaczmarski, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

Mayor Bates reported the bank account balances were totaling $3,924,054.59 as of June 7, 2024

Streets

Under Committees, Street Superintendent Eric Dauphin said they would begin concrete work on Broadway, wanted to get it replaced before the 4th of July Parade. Will be repairing the small shelter house at the park and working on road culverts. Director Bandermer thanked the Street Department for their concrete work for the Mini Food Center at the Davis Center.

Police

Reviewed monthly Police Report and Chief Cass and Police Chairman Bergren discussed the USDA Grant and that it could be spring 2025 until we know how much for the next round of funding, the Tahoe is at Kunes being worked on again and we need to take action on a replacement now before repairs start to add up like the crown victoria that we kept to long. We need to look into financing options.

Davis Community Center

Director Bandemer reported that the kids camp have been very successful. Yoga classes are going well and will be adding kid classes in July. Judy Fitzpatrick will be certifying in several Silver Sneaker classes. To promote our Mini Food Center we are offering free admission on June 14, 204 if you bring a non-perishable item.

Finance

Recommendation to pay 34 accounts payable for a total of $231,520.41. Alderman Risko updated the Council on realtors for selling the Kraft Building. Risko reached out to David Schmidt for suggestions for local realtors. 2 of the realtors have a 6% Commission for 6 months and 1 realtor at 5% Commission and will lower to 3% if he is acting a dual agent.

1. Discussion and Possible Action for Approve Road Block Application for Mt. Carroll Chamber Commerce for the Farmers Market: Alderman Elliott made a motion to approve the Road Block Application and Alderman Risko seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Risko, yes, Alderman Wolber, yes, Alderman Soenksen, yes, Alderman Bergren, yes, Alderman Kaczmarski, absent, Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

2. Discussion and Possible Action to Approve Ordinance 2024-06-01, Ordinance Increasing Water, Sewer and Garbage Rates: Alderman Risko made a motion to approve Ordinance 2024-06-01 and Alderman Soenksen seconded. Roll Call Vote: Alderman Risko, yes, Alderman Soenksen, yes, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Elliott, yes, Alderman Kazmarksi, absent Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

3. Discussion and Possible Action to Aprove Ordiance No. 2024-06-02, Ordinance Annexing 1110 E. Benton Street to the City of Mount Carroll: Alderman Elliott made a motion to approve Ordinance 2024-06-02 and Alderman Risko seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Risko, yes, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Kazmarksi, absent Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

4. Discussion and Possible Action to Approve Ordinance No. 2024-06-03, Ordinance Amending Title 8, Chapter 5 of the Code of Ordinances of the City of Mount Carroll to Establish a Handicap and Temporary Parking Zone in front of the Mt. Carroll District Library on North Main Streeet South of Rapp Street: Alderman Soenksen made a motion to approve Ordinance 204-06-03 and Alderman Wolber seconded. Roll Call Vote: Alderman Soenksen, yes, Alderman Wolber, yes Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Kaczmarski, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

5. Discussion and Possible Action to Hire Pool Life Guards, Matt Updike, Cemetery, Abe Sustaita, Personal Trainer at DCC and Tiffany Zolenski Administration: Alderman Elliott made a motion to approve all hires and Alderman Soenksen seconded. Roll Call Vote: Alderman Elliott, yes Alderman Soenksen, yes, Alderman Risko, yes, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Kaczmarski, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

6. Discussion and Possible Action for Loren Thacher to host Music at the Park June 30 and September 28, 2024: Alderman Soenksen made the motion to approve Music at the Park and Alderman Risko seconded Roll Call Vote: Alderman Soenksen, yes, Alderman Risko, yes, Alderman Elliott,, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Kaczmarski, absent, Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

7. Discussion and Possible Action to Increase the Increase the Paint Program: Consensus made to increase the program from $500.00 to $750.00 and to amend the current ordinance.

8. Discussion and Possible Action for Phase 3 Pay Application #1, City Reimbursement $81,300.00, MSA $12,490.00, CFPS $15,000.00, Law Excavating $18,337.50. Total $127,127.50.: Alderman Elliott made a motion to approve the Pay Application #1 and Alderman Wolber seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Risko, yes, Alderman Kaczmarski, absent. Vote 5 yeses, 1 absent and 0 nos. Motion carried.

General Audience:

Len Anderson reported that the bandstand steps in the park need looking at. Ronda Bumphrey asked for 1 saved parking spot in front of her house on Monday nights. Mary Cummins asked about the BDD Façade Program? Mayor Bates said that the Attorney is working on the contracts and we will contact to you when they are ready.
