City of Dixon City Council met July 1.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, June 17, 2024; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $594,714.17 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through May 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – Thanked the Petunia Festival Board, kicking off the Petunia Fest this week, also thanked the City departments and employees who support: Public Works, Police, Fire who are working to make this City safe. The amount of businesses and community support is very impressive.

COUNCIL REPORTS

Mayor Hughes – City Manager summarized his comments, thanked staff for their cooperation and effort put into it. It is our 60th Petunia Fest.

Councilman Bishop – Hope everyone gets a chance to enjoy the Fourth, and everyone is safe.

Councilman Considine – Agree with all that was said. Commented on how beautiful the petunias look this year, great group of people taking care of them. The Bean Blossom parking lot looks cool with the new surface and decorations.

Councilman Oros – Echoed the same sentiments, highlights the opportunity for visitors to see the expansion, developments and sights and sounds Dixon has to offer, including the newly dressed bicycle pole we have. Have a safe Fourth and appreciate all who make this work.

Councilman Venier – Agreed with everything that has been said. We are all ambassadors, lets welcome all of our guests, approximately 20,000 people will visit. Thanked the staff for the great job they did to the Bean Blossom Parking Lot, works well with all our updates. Questions from constituents on the Arch update, will the Arch letters always be white during the day. Discussion ensued regarding the lighting.

APPROVAL OF THE PURCHASE OF STRUCTURAL FIREFIGHTING TURNOUT GEAR

Councilman Venier moved to approve the purchase of six sets of structural firefighting turnout gear total price not to exceed $25,544.75. Seconded by Councilman Bishop. Chief Buskohl explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE OF AN AGREEMENT BETWEEN THE CITY OF DIXON AND GOOGLE WORKSPACE THROUGH ONIX NETWORKING CORPORATION

Councilman Bishop moved to approve the one (1) year Agreement for Google Workspace through Onix Networking Corporation not to exceed $28,805.76. Seconded by Councilman Venier. IT Manager Philhower explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF BID AWARD FOR SANITARY SEWER REHABILITATION OF FARGO AVENUE, FROM DIVISION STREET TO SPRUCE STREET

Councilman Oros moved to award the Sanitary Sewer Rehabilitation of Fargo Avenue bid to Visu-Sewer, LLC with the low bid amount of $96,628.75. Seconded by Councilman Considine. Wastewater Manager McNitt explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF BID AWARD FOR LINCOLN AVENUE AND BRINTON AVENUE RE-SURFACING

Councilman Oros moved to award the RBI street resurfacing project of Lincoln and Brinton Avenue to Helm/Civil Constructors for their low bid amount of $640,370.60. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF BID AWARD FOR OAKWOOD CEMETERY BUILDING

Councilman Considine moved to award the Oakwood Cemetery Project base, alternate 1, and alternate 2 bids to Sjostrom & Sons for their low bid amount of $1,690,337.00. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RATIFICATION OF GRANT AGREEMENT BETWEEN THE STATE OF ILLINOIS LAW ENFORCEMENT TRAINING AND STANDARDS BOARD AND THE CITY OF DIXON RELATING TO ACQUISITION OF POLICE OFFICER BODY CAMERAS

Councilman Venier moved to ratify the Grant Agreement between the State of Illinois Law Enforcement Training and Standards Board and the City of Dixon relating to acquisition of police officer body cameras. Seconded by Councilman Bishop. Police Chief Howell explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Councilman Bishop moved that the Regular Council Meeting of Monday, July 1, 2024 meet in Executive Session to discuss the purchase or lease of real estate property for the use of the City, including for the purpose of discussing whether a particular parcel should be acquired, pursuant to Section 2(c)(5) of the Illinois Open Meetings Act. Seconded by Councilman Venier. Voting

Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RECONVENE

Councilman Oros moved that the Regular Session Council Meeting of Monday, July 1, 2024 reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes declared the meeting adjourned.
