City of Polo City Council met Sept. 16.
Here are the minutes provided by the council:
1. Invocation.
2. Pledge of Allegiance.
3. Call to order- Mayor Knapp called the meeting to order.
4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, and Alderman Randy Schoon.
Absent: None.
5. Motion to approve the Consent Agenda
Motion made by Alderman Busser and by Alderman Schoon to approve the following items on the Consent Agenda:
A. Minutes from the September 3, 2024 Council Meeting.
B. List of Bills as amended. Alderman Chesnut added a bill for $36.55 for Matt Coppotelli for the police department, Alderman Bardell added a bill for AEP for $621.61 for the parks department, Alderman Kochsmeier added bills for Blue Cross Blue Shield for $15,389.05, NIMCA for $110.00, Dearborn Life Insurance Company for $70.00, and Polo Chamber of Commerce for $482.00 for the administration department, Alderman Kochsmeier added a bill for Millco-Atwater Realty Corp for $11,534.28 for the TIF Department, Alderman Busser added a bill for ComEd for $2,619.82 for the street department, and Alderman Schoon added bills for Altorfer for $947.00 and AEP for $695.50 for the water and sewer department.
C. Treasurer’s Report
Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon.
6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.
7. Committee Reports
➢ Alderman Chesnut- Department has been busy and a lot of training. Moving in the right direction. ➢ Alderman Weaver- None.
➢ Alderman Bardell- None.
➢ Alderman Kochsmeier- Information from banks in October for the CDs.
➢ Alderman Busser- None.
➢ Alderman Schoon- Talked with Darin Stykel and out of the 172 services; 50 are done. They have only gone through $400,000 of the grant funds so far. In case anyone complains, the patching on the highway is temporary. Five Star Energy will be putting in concrete once all the lead service line replacement has been complete.
➢ Police Chief Matt Coppotelli- None.
➢ City Clerk Bartelt- None.
➢ Public Works Director Kendall Kyker- None.
8. Items Removed from Consent Agenda
A. None
9. Old Business- Discussion/Action Items
A. Consideration & Possible Action on an intergovernmental agreement between the Polo community Unit School District #222 and the City of Polo and its Park Board.
Alderman Bardell made a motion to approve the intergovernmental agreement, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Chesnut. No- Schoon.
10. New Business- Discussion/Action Items
A. Consideration & Possible Action on pay request #6 from Irving Construction.
Alderman Busser made a motion to approve pay request #6, seconded by Alderman Schoon. Motion carried 6-0. Yes- Bardell, Kochsmeier, Busser, Schoon, Chesnut, Weaver.
B. Consideration & Possible Action on Police Chief Coppotelli’s Recommendation for Trick or Treat hours on October 31st from 4:00pm to 7:00 pm.
Chief Coppotelli’s recommendation is October 31st from 4:00pm to 7:00pm for trick or treat hours. Consensus of the Polo City Council is to allow this recommendation from Polo Police Chief Matt Coppotelli.
C. Consideration & Possible Action on an engineering agreement between the City of Polo and Fehr Graham for asphalt work around the pavilion located at 212 S. Division Ave.
Motion made by Alderman Bardell to approve the engineering agreement in the amount of $4,950, seconded by Alderman Weaver.
Motion carried 6-0. Yes- Busser, Schoon, Chesnut, Weaver, Bardell, Kochsmeier.
D. Consideration & Possible Action on approval of a business development district façade grant application.
Motion made by Alderman Busser, seconded by Alderman Bardell. Motion carried 6-0. Yes- Kochsmeier, Busser, Schoon, Chesnut, Weaver, Bardell.
E. Consideration & Possible Action on a TIF request from Imer & Husni Ashiku.
After some initial discussion on the TIF application, the Polo City Council would like to have the Ashiku’s present. City Clerk Bartelt did not ask the Ashiku’s to come to this meeting but she will ask them to come to the next meeting.
