CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Bishop, Considine, Venier, and Mayor Hughes answered roll call. Absent: Councilman Oros.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Councilman Venier
VISITOR/PUBLIC COMMENT
None
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular and Executive Session Council Meetings of Tuesday, September 3, 2024; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Considine moved that the Total Labor and Outside Claims in the amount of $959,368.63 be approved and ordered paid. Seconded by Councilman Venier. Mayor Hughes noted larger expenses. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVE YEAR-TO-DATE FINANCIALS
Councilman Venier moved that the year-to-date Financial Summary through August 2024 be accepted. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

COUNCIL REPORTS
Mayor Hughes – Apologized to the public and council members for the change of meeting date, due to unforeseen circumstances we did not have a quorum to meet.
Councilman Bishop – Spoke about the Illinois Municipal League Conference last week, it was a great experience and learns something from it every time.
Councilman Considine – None
Councilman Oros – None
Councilman Venier – Historic Theatre had two shows recently Lonestar and Turn, Turn, Turn. He appreciates the continued support. Reminder that Scarecrow Festival and the Ultimate Tailgate will be coming in the next month.
RES 3156-24 – AUTHORIZING SUPPORT AND COMMITMENT OF FUNDS FOR A GRANT APPLICATION TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION’S TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) FOR PEDESTRIAN/BICYCLE FACILITIES
Councilman Bishop moved to approve the resolution authorizing support and commitment of funds for a grant application to the Illinois Department of Transportation’s Transportation Enhancement Program (ITEP) for pedestrian/bicycle facilities. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF AZAVAR MUNICIPAL UTILITY TAX AUDIT CLOSURE REPORT
Councilman Considine moved to approve the Azavar Municipal Utility Tax Audit Closure Report. Seconded by Councilman Venier. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
