City of Dixon City Council met Oct. 21.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Tim Mitchel, Dixon First United Methodist

PRESENTATION

ANNUAL AUDIT

Lindsey Fish from Sikitch presented the Annual Audit. Reviewed Fiscal Year ending of April 30, 2024. Independent Auditors Reports: Financial Statements had a clean unmodified opinion. Internal Controls on Financial Recording had no instances of noncompliance. Grant Reporting, revenue recognition had a deficiency and issued a corrective action plan. Compliance for federal award programs, clean opinion.

Schedule of Findings and Questions Costs. Management Assertion of Compliance (TIF requirements) in compliance, clean reporting.

Financial Highlights: Statement of Net Position, Balance Sheet Governmental Funds, Statement of Revenues, Expenditures and Fund Balances, Statement of Revenues, Expenses Proprietary Funds.

Pension Plan highlights: IMRF has a Liability Asset 104.45% funded, Police Pension Fund Liability 85.46% funded, Firefighters Pension Fund Liability 93.95% funded. Would like to recognize all the hard work that Becky has done helping with this audit.

VISITOR/PUBLIC COMMENT

Mark Maronde addressed the council regarding a complaint about the trash service. First commented that the ladies downstairs are fantastic, getting him the information he needed. He finally was able to get the billing to stop for trash at a residence that he has not lived in for four months. Would like the City, when the time comes, to consider a different trash service.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meetings of Monday, October 7, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $762,609.56 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVE YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through September 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

On File: Building Department Permit List

Request for Street Vacation – Roy & Cassie Tylkowski presented a petition to purchase road leading up to their home at 1250 N Dement. They presented on the history of the site, showed examples of neighbors parking, examples of snow removal, time line on history, and options they would like considered.

CITY MANAGER REPORT

City Manager Langloss commented on the audit, Finance Director Leslie and her team continue to do a phenomenal job. Talking with the auditors it is consistanly a learning process, glad they brought someone new in that know and understands grants to help us understand how to document with in the standard. Becky & her team, the countless hours that go into the audit, the systems and policies that we created, and the leadership that goes into that we are lucky to have her and she is doing an amazing job. Thank you Becky.

COUNCIL REPORTS

Mayor Hughes – Read part of a letter that he received regarding the heroism in our City. On a Monday night in September, her brother had a cardiac arrest, explained the people who applied life saving measures and saved his life. He presented a copy of the letter to the Fire & Police Chiefs and will be giving a copy of the letter to the citizen who helped, and hope others who helped know what they did was appreciated.

Councilman Bishop – Scarecrow Festival this past weekend great turnout, son won one of the derby races, football game for DHS last weekend, good game, downtown was packed. Middle school both boys and girls and have a cross country champion. Great things going on in the community. Appreciate the community when they come and out and support. Important for situations to be known throughout the community and the great things that we have going on is great to be known, people come out and be part of the community get to know one another and share in the celebrations.

Councilman Considine – So many things happening that are wonderful in this community, appreciate everyone who live and work in this community, especially the police and public safety.

Councilman Oros – Echo all sentiments, and to share her son had the opportunity to participate down state in Golf, tremendous experience. Thanked all the coaches and the people who are instrumental for the what they have poured into the kids. The spirit of the community. The quality of our community. Quality of life in a community, support and investment that we have.

Councilman Venier – Echoed sentiments, it is a great place to call home. Restaurant businesses now, several being repurposed and opening new businesses. Scarecrow Fest, being downtown to see how it has grown from putting up a few scarecrows to nine to ten thousand people in a six block area, with a 110 vendors. To coordinate all that is amazing, thanked everyone at the chamber for what they do for the community. Theatre note, finally signed a contract for the construction grant. Theatre will be dark till March, doing some events off site. Listed the work that will be done to update the theatre dry for the next hundred years, its been about a two and a half year project.

ORD 3414 – ORDINANCE APPROVING EXECUTION OF AGREEMENT FOR PURCHASE OF PROPERTY (LOTS 1 AND 2 OF FULFS COMMERCIAL ADDITION NO. 2)

Councilman Venier moved to approve the ordinance executing the agreement for purchase of property (Lots 1 and 2 of Fulfs Commercial Addition No. 2). Seconded by Councilman Bishop. Mayor Hughes, Tom Demmer, Amanda Wike and City Manager Langloss explained the request, discussion ensued. Attorney LeSage noted for the record a typo in the agreement that will be changed in the final draft, the approval will be for the numbers as presented in the presentation. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

ORD 3415 – ORDINANCE APPROVING EXECUTION OF DONATION AGREEMENT FOR RECEIPT OF DONATION OF PROPERTY (LOTS 1 AND 2 OF FULFS COMMERCIAL ADDITION NO. 1)

Councilman Bishop moved to approve the ordinance executing the Donation Agreement for Receipt of Donation of Property (Lots 1 and 2 of Fulfs Commercial Addition No. 1). Seconded by Councilman Venier. May Hughes, and City Manager Langloss explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3159-24 – RESOLUTION CONFIRMING APPOINTMENT TO THE DIXON AIRPORT BOARD

Councilman Oros moved to appoint Mark Delhotal to the Dixon Airport Board for a term to commence October 21, 2024 and to end December 31, 2026, or until his respective successor is duly appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3160-24 – RESOLUTION CONFIRMING APPOINTMENT TO THE BOARD OF TRUSTEES OF THE FIRE PENSION

Councilman Considine moved to appoint Aaron Fox to the Board of Trustees of the Fire Pension for a term to commence October 21, 2024 and to end April 30, 2027, or until his respective successor is duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

RES #3161-24 – RESOLUTION AMENDING 2024-2025 BUDGET

FIRE BUDGET PART-TIME SALARY

Councilman Venier moved to approve the FY24/25 budget resolution with respect to the Fire Budget Part-time Salary. Seconded by Councilman Bishop. Chief Buskohl explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE FY 23/24 AUDIT

Councilman Bishop moved that the FY 23/24 Audited Financial Statements be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AMBULANCE EQUIPMENT FROM STRYKER

Councilman Oros moved to approve to purchase two power load systems and two stair-pro stair chairs for the ambulance from Stryker. Seconded by Councilman Considine. Chief Buskohl explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes declared the meeting adjourned.
