City of Fulton City Council met Dec. 10.

Regular Council Meeting

1. Call to order the Council meeting for the City of Fulton.

8. Consent Agenda (All items in the consent agenda will be enacted by a single motion and roll call vote. Any item may be removed upon request by the Mayor or any Aldermen and considered individually after all other items of business on the consent agenda.)

• Approve Regular Meeting Minutes from November 25, 2024, City Council Meeting (pages 5-9)

Approve the Bill List and the Bill List Addendum (pages 10-15)

Approve the Treasurer’s Report (pages 16-23)

CURRENT BUSINESS

9. Motion to Discuss and Appoint a Mayor Pro-Tem for the remainder of the Mayoral term that is now vacant. Effective January 1, 2025, until the April 1, 2025, election.

10. Motion to Approve 3 resignations, Mayor Wendy Ottens, Business Manager, Tammy Garibay, and Chief of Police Nick Neblung (pages 24-28) and to move forward with the search of an interim and/or full-time Police Chief.

11. Motion to Approve by Resolution to update the check signers for the City of Fulton with Central Bank in Fulton. Those who will be able to sign checks will be Amanda Fosdick, City Treasurer, Aley Hamling, Business Manager, Alderpersons Keith King, Sue VanKampen, and Jackie Wilkin.

12. Motion to Approve moving forward with the acceptance of credit card payments to include a processing fee for each transaction. (to be paid for by the individual)

13. Motion to Vote to Approve budgeting $4,000.00 from next year’s Video Gaming fund for landscaping at Fulton’s new bandshell.

Committee of the Whole – Discussion

1. Discuss – Grow Facility License Fees. Ordinance #1672, Amending Chapter 119 of the Fulton Code of Ordinances for the Regulation of Recreational Cannabis and Cannabis Business Establishments. (pages 29-40)

2. Discuss – Interim Police Chief. Action items for January 13, 2025, City Council Meeting.

3. Discuss – FOP Negotiation Team – consisting of Eric Sikkema, Public Works Director; Aley Hamling, Business Manager; the Mayor Pro-Tem and one Alderperson.

4. Discuss – New Liquor License Application, Role of the Liquor Commissioner and the Role of the Deputy Liquor Commissioner. (pages 41-46)
