City of Polo City Council met Nov. 18.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, Alderman James Busser, and Alderman Randy Schoon.

Absent: None.

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon and by Alderman Weaver to approve the following items on the Consent Agenda:

A. Minutes from the November 4, 2024 Council Meeting.

B. List of Bills as amended. Alderman Kochsmeier added bills for Blue Cross Blue Shield for $17,538.55 for the administration department, Alderman Busser added a bill for Koeller for $166.94 for the Street Department, and Alderman Schoon added bills for AEP for $256.98 for the water and sewer department.

C. Treasurer’s Report

Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

7. Committee Reports

➢ Alderman Chesnut- None.

➢ Alderman Weaver- None.

➢ Alderman Bardell- None.

➢ Alderman Kochsmeier- None.

➢ Alderman Busser- None.

➢ Alderman Schoon- None.

➢ Police Chief Matt Coppotelli- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- Asbestos contractor is here working on congress school. The concrete work at the pavilion is all done. Less than 10 hours with the stop and go work for the pavilion. The last day for yard waste will be Monday, November 25 and the leaf pick up will end Wednesday, November 27.

8. Items Removed from Consent Agenda

A. None

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on Ordinance 24-14, an ordinance adopting the international building codes and the national electrical code for use in the city of Polo, Ogle County, Illinois. (second reading)

Alderman Bardell made a motion to approve ordinance 24-14, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Schoon, Chesnut.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on Ordinance 24-16, an ordinance for towing fees. (First reading) This will be reviewed at the next meeting.

B. Consideration & Possible Action on Ordinance 24-17, the 2024 Tax Levy. (First Reading) The Polo City Council accepted the first reading of ordinance 24-17.

C. Consideration & Possible Action on moving upcoming renewing CDs to different financial institutions. This will be brought up at the next meeting for the CDs that will be renewing in December.

D. Consideration & Possible Action on 5 Star Energy Pay Application No.1 for the Lead service line replacements.

Alderman Schoon made a motion to approve request #1 for 5 Star Energy Pay Application, seconded by Alderman Busser. Motion carried 6-0. Yes- Bardell, Kochsmeier, Busser, Schoon, Chesnut, Weaver.

E. Consideration & Possible Action on an intergovernmental agreement between the City of Polo and the City of Dixon for Administrative Adjudications.

Alderman Schoon made a motion to approve the intergovernmental agreement between the City of Polo and the City of Dixon, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Kochsmeier, Busser, Schoon, Chesnut, Weaver, Bardell.

F. Consideration & Possible Action on bulk water rates.

We are currently charging $6 for 100 cubic feet for bulk water. After discussing bulk water situations and possible solutions, the council came up with several ideas. Alderman Schoon will bring these ideas back to Mike Mumford to see what he would like to do.

G. Consideration & Possible Action on well #5 generator location.

Matt Hansen from Willett Hofmann & Associates was present to explain that the proposed location for the generator is actually too close to the well building. It needs to be moved. Due to that there is in increase in the cost. Mr. Hansen stated that Willett Hofmann & Associates will pay half of the increased cost to get the generator moved. The City will use IEPA funds to cover the other half.

H. Consideration & Possible Action on Contract 2 Pay Request # 8 for Sjostrom & Sons and Willett Hofmann & Associates invoice.

Alderman Schoon made a motion to approve pay request #8 for Sjostrom & Sons and Willett Hofmann & Associates, seconded by Alderman Busser. Motion carried 6-0. Yes- Busser, Schoon, Chesnut, Weaver, Bardell, Kochsmeier.

11. Other Items for Discussion & Information

None.

12. Adjournment

Motion by Alderman Schoon second by Alderman Busser to adjourn from regular session at 7:49 p.m. Motion carried 6-0.
