City of Dixon City Council met Dec. 2.

CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: None.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Jon Marx, Faith Assembly
PUBLIC HEARING
TAX LEVY INCREASE
Mayor Hughes opened the Public Hearing at 5:31pm. Finance Director Leslie explained the Truth in Taxation Public Hearing and explained the timeline, the Levy, and changes. Discussion ensued.
Public Comment: Kyle Ferrebee expressed his confusion of the tax revenue and where it applies, necessity to raise taxes, timing of raising taxes, projects that do or do not need to be done, encouraged taking time and deferring projects, all taxes are being raised, and ways to raise funds. Wished a very wonderful Christmas and Happy New Year. Discussion ensued.
Mayor Hughes closed the Public Hearing at 5:42p.m.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, November 18, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $3,139,982.76 approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
DEPARTMENT REPORTS
None
CITY MANAGER REPORT
City Manager Langloss thanked the Public Works Department and Park District for their work on putting up the Christmas decorations, looks amazing, and the City Hall team for decorating City Hall for the season.
COUNCIL REPORTS
Mayor Hughes – Wished Duane Paulson a Happy 90th Birthday, he was very involved with the community: Founding Librarian at Sauk Valley College, volunteered on civic and church boards, historical genealogy, Arch Committee, wrote book about the arch, and dozens of books and articles for the local papers about Dixon and Grand Detour. He would like to send out birthday cards to citizens on their 100th birthdays, asked citizens who have family members who will be turning 100 to call City Hall or turning 90 and have significant contributions to the City. Christmas Walk is December 6th from 5-8pm.
Councilman Bishop – Appreciate the sentiment. Reminder about the snow, be aware and slow down, be aware of public works out plowing, and appreciates public works. Be safe going into Christmas.
Councilman Considine – Complemented the community as a whole and the act of a couple citizens who helped a fisherman who was in distress on the river this past week, his boat capsized and they helped him get to shore. Grateful for people who be heroic without needing the fanfare.
Councilman Oros – Encouraged everyone to go to the Christmas Walk, it is a great event Dixon Chamber works hard to put it together. It is important to pay attention to the odd even rules for snow removal this winter, it makes it more difficult to remove the snow when it is not adhered to.
Councilman Venier – Successful Shop Small Saturday, it was very busy event. People understand the importance to shop small, shop local. Thanks to Dixon Chamber and Chris Hammitt for sponsoring the event.
ORD# 3423 – ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON
(COMPUTING DEVICES)
Councilman Considine moved to authorized the disposal of personal property – computing devices of the City of Dixon. Seconded by Councilman Venier. IT Manager Philhower explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF DECLARATION OF INTENT TO ESTABLISH
DIXON AS A POW-MIA CITY
Councilman Venier moved to approve a declaration of intent to establish the City of Dixon as a POW/MIA City. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued with representatives from the Veterans Memorial Park Commission. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

Mayor Hughes declared the meeting adjourned.
