Chairwoman McKanna called the meeting to order at 5:30 p.m.

Committee reviewed minutes from November 7, 2024, ARPA Committee meeting

A motion was made by Alderwoman McKanna to approve the ARPA Committee minutes from November 7, 2024, and second by Alderwoman Byrd.

Committee reviewed minutes from November 26, 2024, Finance Committee meeting. Alderwoman McKanna moved to approve the November 26, 2024, minutes second by Alderman Wangelin.

New Business

Utility Office Write-Offs - October 2024 through December 2024 in the amount of $6,186.23

A motion was made by Alderman Wangelin to approve the Utility Office Write-offs for October 2024 through December 2024 and send to City Council and second by Alderwoman McKanna Vote via Voice, all approved, motion carried

3-year extension for auditing services with Sikich CPA, LLC., 1415 West Diehl Road, Suite 400, Naperville, IL 60563

A motion was made by Alderwoman McKanna to approve the 3-year extension for auditing services with Sikich CPA, LLC., 1415 West Diehl Road, Suite 400, Naperville, IL 60563 and send to City Council and second by Alderman Wangelin.

Vote 3 aye, motion carried.

Review of Ordinance Implementing a Non-Home Rule Municipal Retailers' Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax A motion was made by Alderwoman McKanna to approve the Ordinance Implementing a Non-Home Rule Municipal Retailers' and Service Occupation Tax to be sent to the Attorney then to City Council for first and second reading with the budget and second by Alderman Wangelin. Vote 3 aye, motion carried.

A motion was made by Alderwoman McKanna to move into Executive Session and second by Alderman Wangelin

Returned to regular meeting 6:16 p.m.

Action taken from Executive Session

A motion was made by Alderwoman Byrd to approve City Administrative Blackert to negotiate a side letter for regular wages and extension of contract and second by Alderman Wangelin.

Vote 2 aye, 1 recused (McKanna), motion carried.
