City of Dixon City Council met March 3.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: Councilman Considine

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Anthony Windau, St Paul Lutheran Church.

PRESENTATION

Mayor Hughes explained the background of the designation from the Jefferson Barracks POW / MIA City. Mayor Hughes read the proclamation and presented it to the Veterans Park Memorial Commission. Mike Mills, current Chairman of the Veterans Park, accepted the designation for Dixon as an official POW/MIA City, read a letter thanking several organizations, families, friends, and neighbors for their role in this designation. He presented a Challenge Coin to the Mayor as a remembrance for the significance of this day, it symbolizes their gratitude for all the actions taken by the Council in support of the Veterans and our mission to honor those who are missing in action or prisoners of war. Thank you for all of your support for standing with us as we embark on this important journey. Paused for pictures.

VISITOR/PUBLIC COMMENT

Mayor Hughes explained the procedure of Visitor Comments.

Scott Fattizzi, Dixon Stage Left – Spoke regarding the funding request from Dixon Stage Left, he explained the request for $20,000 is 100% for production costs. He reviewed answers to some of the questions that were brought up at the last budget meeting.

Ryan Marshall – Asked for an update of his proposal for a hybrid liquor license designation. Discussion ensued.

Bob Bloemker – Spoke about the Dixon Historic Theater, his background, past renovations, his recent visit and new renovations, and his amazement of what they have done. Thank you.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, February 18, 2025 and the Special Session Council Meeting of Monday, February 24, 2025; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,146,818.86 be approved and ordered paid. Seconded by Councilman Bishop. Mayor Hughes noted larger expenses. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

Councilman Venier – Thanked Mr. Bloemker for his involvement in the Dixon Theatre. Fantastic opening night. Thanked those who came out and the City of Dixon support.

ORD# 3435 – ORDINANCE AMENDING THE LIQUOR CODE IN CONNECTION WITH THE GRANNY ROSE MARDI GRAS PURSUANT TO THE REQUEST OF GRANNY ROSE ANIMAL SHELTER

Councilman Oros moved to approve the ordinance amending the Liquor Code in connection with the Granny Rose Mardi Gras pursuant to the request of Granny Rose Animal Shelter. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3182-25 – RESOLUTION AMENDING THE FY 2024-2025 BUDGET WASTEWATER

Councilman Venier moved to approve the budget resolution amending the FY 2024/2025 budget with respect to Wastewater. Seconded by Councilman Bishop. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3183-25 – RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN CONTRACTS FOR THE SUPPLY OF ELECTRICAL SERVICES FOR PROPERTIES OWNED BY THE CITY OF DIXON

Councilman Bishop moved to approve the resolution authorizing the City Manager to sign contracts for the supply of electrical services for properties owned by the City of Dixon. Seconded by Councilman Venier. City Manager Langloss explained the request. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

AUTHORIZE THE MAYOR TO ENTER INTO THE ANNUAL JOINT PARTICIPATION AGREEMENT WITH CMS FOR SALT PURCHASE WITH THE STATE OF ILLINOIS

Councilman Bishop moved to authorize the Mayor to enter into the Annual Joint Participation Agreement with CMS for salt purchase with the State of Illinois. Seconded by Councilman Venier. Public Works Director/ Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO AWARD DIXON STREETS DEPARTMENT FUELING SYSTEM INSTALLATION

Councilman Oros moved to award the Dixon Streets Department 2025 Fueling System Installation to Stenstrom Petroleum Services Group for the base bid of $576,319.00. Seconded by Councilman Venier. Public Works Director/ Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PRELIMINARY AND FINAL PLAT OF RESUBDIVISION OF LOT 1A AND LOT 2A OF COUNTRYSIDE PLAZA TO THE PLAN COMMISSION

Councilman Venier moved to refer preliminary and final plat of resubdivision of Lot 1A and Lot 2A of Countryside Plaza to the Plan Commission for review. Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURNMENT

Mayor Hughes declared the meeting adjourned.
