City of Morrison City Council met March 31.

Here are the minutes provided by the council:

CALL TO ORDER

The Morrison City Council met in Regular Session on March 31, 2025, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 pm by Mayor Scott Vandermyde. City Administrator Brian Melton recorded the minutes on behalf of City Clerk Michael Hemmer. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL

ROLL CALL

Alderpersons present on roll call were Kevin Bruckner, Greg Kruse, Sidonna Mahaffey, Todd Schlegel, Matt Tichler, Josh West, and Harvey Zuidema. Absent: Vernon Tervelt. Other city officials present were City Administrator Brian Melton, Recreation Services Director Nathan Jacobs and School Resource Officer Dan Simmons.

PLEDGE OF ALLEGIANCE - Cited.

PUBLIC COMMENT

Charles Yost spoke about the sculpture show being hosted by Morrison Tech starting on September 19, 2025. Mr. Yost provided printed information to each of the council members.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

SRO Dan Simmons was present on behalf of Chief Kevin Soenksen and reported on two officers attending SWAT training this week.

RSD Nathan Jacobs provided an update on volleyball, soccer, sports complex activities and Bingo this Thursday night.

CONSENT AGENDA

Ald Mahaffey moved to approve Consent Agenda, to include City Council Meeting Minutes of March 10, 2025, Bills Payable - $138,592.41, Treasurer’s Report (CY02, FY10), Junior Achievement Day Proclamation, Arbor Day 2024 Proclamation, Street Closure Request by Chamber of Commerce for three (3) pop-up markets, and Planning & Zoning Commission Meeting Minutes of March 26, 2025; seconded by Ald Tichler. Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tichler, West, and Zuidema. Nays: None. Absent: Tervelt. Motion passed.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Ald Bruckner moved to approve the position and posting of the Code Enforcement Officer as presented; seconded by Ald West. Council discussed. By voice vote: all ayes. Absent: Tervelt. Motion passed.

Ald Schlegel moved to award South Genesee Street Project to Helm Civil, $308,830.60 as presented; seconded by Ald Zuidema. Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tichler, West, and Zuidema. Nays: None. Absent: Tervelt. Motion passed.

Ald Mahaffey moved to award Sewer Lining Project to National Power Rodding to include the base bid of $617,940.00 and the alternate bid of $263,785.00 as presented; seconded by Ald Bruckner. Council discussed. Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tichler, West, and Zuidema. Nays: None. Absent: Tervelt. Motion passed.

Ald Zuidema moved to approved Ordinance 25-05 Variance for 304 North Jackson Street; seconded by Ald Mahaffey. By voice vote: all ayes. Absent: Tervelt. Motion passed.

ITEMS FOR DISCUSSION & INFORMATION

CA Melton discussed the City’s Fiscal Year 2026 Budget Plan – Updated Draft. The updated draft includes the part-time Code Enforcement Officer wages, budget summary and fund guidelines. The budget would be reviewed by Council again on April 14th and would be on the agenda for action on April 28th. CA Melton welcomes any council members with questions or suggestions to meet with him.

CA Melton provided a draft Resolution 25-01 to establish the Economic Development Fund. This resolution will be on the agenda for the April 14th meeting so that the fund is established to allow for a transfer yet in Fiscal Year 2025.

CA Melton discussed the work being done on the plan for a new cemetery shop and the Municipal Design-Build Authorization Act. The act allows municipalities to approved a one step process for building a municipal structure, which will make the process more efficient and cost effective.

ADJOURNMENT

Ald Zuidema moved to adjourn the meeting; seconded by Ald Mahaffey. The meeting adjourned at approximately 7:00 pm with no objection.
