City of Dixon City Council met April 7.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Father Evans, St. Patrick’s Church.

PUBLIC HEARING

FISCAL YEAR 2025-2026 BUDGET

Mayor Hughes opened the Public Hearing at 5:32pm.

Finance Director Leslie explained the budget, changes, and schedule for passing. Public Comments: None

Mayor Hughes closed the Public Hearing at 5:33pm.

PROCLAMATION

Child Abuse Awareness and Prevention Month - Mayor Hughes read the proclamation and proclaimed the month of April 2025 to be Child Abuse Awareness and Prevention Month. He presented the proclamation to representatives from CASA and Shining Star.

Sexual Assault Awareness Month – Mayor Hughes read the proclamation and proclaimed the month of April 2025 to be Sexual Assault Awareness Month. He presented the proclamation to a representative from the YWCA of the Sauk Valley.

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, March 17, 2025; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,080,092.72 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

On file: Building Department Permit List

Water Manager Huyett – Water Department budget electricity line item in the new budget will be increased by $60,000 due to the rising electrical cost. There will also be a budget resolution for this budget at the next meeting with respect to electricity. Discussion ensued.

CITY MANAGER REPORT

City Manager Langloss – In the process of submitting for a grant from Senator Durbin for funding in Bloody Gulch Park, we have $2 Million so far from a grant from Congressman LaHood. We are asking for $5.9 Million to fully fund the project on the 40 acres donated to us by the Fulfs for Bloody Gulch park and retention pond. Registration for the Midwest Summit on Leadership is going well. Three great speakers and a luncheon session.

COUNCIL REPORTS

Mayor Hughes – Tomorrow is a Commemoration Ceremony of Project Rock at 10:30am at the bandshell in Page Park.

Councilman Bishop – There is a meeting about the 250 year anniversary of Independence later this month, he will report back.

Councilman Considine – None

Councilman Oros – Congratulations to Discover Dixon for a great event, The Best of Dixon Gala, this past Friday. Great to see acknowledgements of people investing in our community.

Councilman Venier – Wished a Happy 89th Birthday to his Mother.

ORD# 3444 – ORDINANCE AMENDING THE DIXON CITY CODE TITLE 10, CHAPTER 11, SECTION 10-11-3 (DESIGNATED RESTRICTED PARKING TIME ZONES)

Councilman Considine moved to approve the ordinance amending the Dixon City Code Title 10, Chapter 11, Section 10-11-3 – Designating Restricted Parking Time Zones. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3445 – ORDINANCE AMENDING THE DIXON CITY CODE TITLE 5, CHAPTER 13, SECTION 5-13-12 (RESTRICTIONS OF PERSONS OF NONAGE)

Councilman Venier moved to approve the ordinance amending the Dixon City Code Title 5, Chapter 13, Section 5-13-12 - Restrictions of Persons of Nonage. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3446 - AUTHORIZING THE CITY OF DIXON, LEE COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM

Councilman Bishop moved to approve the ordinance authorizing the City of Dixon to borrow funds from the Illinois Environmental Protection Agency through the Public Water Supply Revolving Loan Program. Seconded by Councilman Venier. Water Manager Huyett explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3186-25 – RESOLUTION AMENDING 2024-2025 BUDGET – POLICE UNIFORMS

Councilman Oros moved to approve the budget resolution amending the FY 2024/2025 budget with respect to the Police Uniforms. Seconded by Councilman Considine. Police Deputy Chief Richards explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3187-25 – APPOINTMENT TO THE VETERANS MEMORIAL COMMISSION.

Councilman Considine moved to appoint Mark Callison to the Veterans Memorial Commission for a term ending September 30, 2025. Seconded by Councilman Venier. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3188-25 – RESOLUTION AUTHORIZING OFFICE HOURS AT CITY OF DIXON BUILDINGS FOR FEDERAL AND STATE OF ILLINOIS LEGISLATORS FOR THE LIMITED PURPOSE OF PROVIDING CONSTITUENT SERVICES

Councilman Venier moved to approve the resolution authorizing office hours at City of Dixon Buildings for Federal and State of Illinois Legislators for the limited purpose of providing Constituent Services. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3189-25 – RESOLUTION LISTING SCHEDULED MEETINGS OF THE COUNCIL OF THE CITY OF DIXON, ILLINOIS

Councilman Bishop moved to approve the Resolution listing Scheduled City Meetings, Dixon City Council Meetings, beginning May 1, 2025 and ending April 30, 2026. Seconded by Councilman Oros. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN INDEPENDENT CONTRACTOR AGREEMENT WITH SYNCONN SOLUTIONS

Councilman Oros moved to approve the Independent Contractor Agreement with SynConn Solutions, for grant writing and research on behalf of the City of Dixon. Seconded by Councilman Considine. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN EXTENSION AGREEMENT BETWEEN THE CITY OF DIXON AND DIXON CHAMBER OF COMMERCE AND MAIN STREET

Councilman Considine moved to approve an Extension Agreement between the City of Dixon and Dixon Chamber of Commerce and Main Street. Seconded by Councilman Venier. Mayor Hughes explained the request, discussion ensued. New Motion: Councilman Venier moved to

table the number 15b motion. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DIXON, ILLINOIS, AND THE LEE COUNTY INDUSTRIAL DEVELOPMENT ASSOCIATION

Discussion ensued. No motion, motion failed.

APPROVAL OF A PROFESSIONAL ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF DIXON AND FEHR GRAHAM WITH RESPECT TO 2025 GENERAL MAINTENANCE STREETS PROGRAM

Councilman Bishop moved to approve the agreement with Fehr Graham Engineering and Environmental for professional services related to the FY25/26 General Maintenance Streets Resurfacing Program. Seconded by Councilman Venier. Water Manager Huyett explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENTS

Mayor Hughes asked when might we know the streets on the list. The list will come out after the bids have been received and awarded.

ADJOURNMENT

Mayor Hughes declared the meeting adjourned.
