City of East Dubuque City Council met April 28.

2. 25-0441 Discussion and Possible Action to Award Temperley Excavating, Inc. for Illinois Route 35 Water Main Extension Project in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Bids were opened last week for the Illinois Route 35 Water Main Extension Project. We had five bids that was opened with Temperley Excavating being the lowest bid. This was higher than the estimate but recommending moving ahead with the project all the bids were in a tight window. This is telling us where the market is.

Motion by Alderperson Degenhardt to Approve Awarding Temperley Excavating, Inc. for Illinois Route 35 Water Main Extension Project second by Alderperson Burgmeier ROLL CALL: Ayes - Alderperson Belken, Alderperson Burgmeier, Alderperson Degenhardt, Alderperson Fluhr, Alderperson Meier and Alderperson Robey Motion carried

3. 25-0442 Discussion and Possible Action to Approve An Ordinance to Amend the Fiscal Year 2026 in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

At the public hearing we went through the budget in great detail. Had a couple of corrections and new numbers for the final budget. Recommend that we amend the budget that was distributed last week and make the changes and consider the budget as it stands.

Would like to let people know that we got three estimates on tuckpointing and hope to have another two.

4. 25-0443 Discussion and Possible Action to Approve An Ordinance for Fiscal Year 2026 Budget in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

We continue to improve the fiscal year by paying off and using cash instead of debt. The city is now officially in the black. Still plan to make it better with this new budget.

The mayor wants to thank Bob, city staff and directors for the job they did with the budget this year.
