City of East Dubuque City Council met April 28.

1.25-0436 Call to Order - Mayor Digman

Start Time: 6:00 pm

NEW BUSINESS:

2. 25-0437 Presentation and Discussion of Fiscal Year 2026 City Budget in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz Then went through the budget.

Had a PowerPoint to go over the main goals and talk about the budget. Changed the look by split out the Operational and Capital. This way we can see what is happening with and without the big items. Looking to pay cash when possible.

With council approval last week we paid City Hall off since it would have been a balloon payment later in the year.

The goal is to save cash and not have to rely on loans. This way we would be able to pay cash for vehicles or anything else that is needed.

Going through what will be looking to use the TIF money this year to bring these amounts down. We want to encourage growth and development in the city. Note there is an end to the TIF's but we want to make sure to help the city with this money.

So, with the TIF 1 money being used. Does this include the money that has been approved to the businesses. This is with one being paid and the others have been budgeted for this year.

Chief has done a lot of research in the cost of new programs so there is money in the budget but will not act on this till they are approved by council.

See there is money for a police vehicle that was not expended in last year's budget. This replaces one of the older vehicles.

What's left of the Fire Truck loan payment. There are two years left on the loan and then a 20 year no interest after that. This is the next priority to knock down because this is the highest interest rate of all the loans we have.

Would rather spend it out of the MFT instead of the half cent tax on streets.

We have made a new account for bonding which is fund 31. Thought we should break it out for transparency purposes.

TIF was 32% higher than last year for this year. We anticipate transfers between the three TIF's into the downtown TIF.

ARPA grant that was received in 2021 and designated for the Hiawatha Lift Station. Which will be in this fiscal year.
