City of Dixon City Council met May 5.

CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Steve Young, The Greater Life Tabernacle.
OATH OF OFFICE
Mayor Hughes gave the Oath of Office to Councilman Christopher Bishop, paused for pictures. Mayor Hughes gave the Oath of Office to Councilman Dennis H. Considine.
City Manager Langloss stated that with the retirement of Police Chief Howell, Deputy Chief Lehman will be appointed the Interim Police Chief while the process for the new chief take place. Mayor Hughes gave the Oath of Office to Interim Police Chief Douglas Lehman.
Deputy Chief Richards gave background of Officer Grady. Mayor Hughes gave the Oath of Office to Police Officer Collin D. Grady, paused for pictures.
Deputy Chief Richards gave background of Officer DeHaan. Mayor Hughes gave the Oath of Office to Police Officer Breanna G. DeHaan, paused for pictures.
APPOINTMENT OF DEPUTY CITY CLERK
Councilman Oros moved to approve the appointment of Michelle Fassler as Deputy City Clerk. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried. Mayor Hughes gave the Oath of Office to Deputy City Clerk Michelle Fassler, paused for pictures.
PROCLAMATION
Motorcycle Awareness Month - Mayor Hughes read the proclamation and proclaimed the month of May 2025 to be Motorcycle Awareness Month.
National Small Business Week – Mayor Hughes read the proclamation and proclaimed the week of May 4 through May 10, 2025 as National Small Business Week.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, April 21, 2025; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $259,152.63 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

CITY MANAGER REPORT
City Manager Langloss – Spoke of several areas within the city team performing succession planning, detailed the Interim Police Chief, the first Chief People Officer, Finance Director Leslie submitted her retirement. An internal process was run selecting Heather McCarter as of May 1st she has become the Assistant Finance Director and will walk through all the major finance duties. Excited to have her be ready to step into that role. Continued Economic Development woth more announcements to come in the Gateway project. The old ShopKo building with RP Lumber, the purchase of the old KFC. Things continue to move forward.

Mayor Hughes – None
Councilman Bishop – Thanked the people who have gotten him to this point in his life, his family, the voters. Congratulations to the Plocks who have sold the McDonalds franchise. They have always supported Dixon, thanked them for everything they have done over the past 50 years. At the ceremony for the bridge with the Secretary of State it came about that it is time to come up with a name for the bridge. To start the discussion, he did a presentation regarding the cost and where money came from and what to name the bridge. He suggested the name of “Liberty Bridge” with an explanation of how he came up with the name. In honoring veterans he also talked about naming the walking pathway from 7th and Monroe as “Veterans Memorial Pathway”. He read excerpts from the Lee County War History 1917-1919. Feels like we are missing an element honoring veterans. Asked the council to consider his suggestions as they decide.
Councilman Considine – Thanked the citizens for electing him to his 4th term in this great organization, and dedicated his community service to his partner John DeLong, distinguished father Hubert D Considine, his mother Helen, all his siblings, and the Considine and Schoaf cousins; and to make them proud of the last four years of his career in politics. It’s a pleasure and a joy to work with all of you as Mr. Bishop did with his very well-done presentation. Thank you very much. Happy Cinco De Mayo Day.
Councilman Oros – Thanked Councilman Bishop for his presentation. Congratulated Council Bishop and Councilman Considine on their re-election, excited for the next four years and honored to serve with them. Congratulated Kreider Services on their “Meaningful Day Gala” this past Friday. She spoke about the purpose of the day and what it does, where the funds that were raised in that evening.
Councilman Venier – Thanked Councilman Bishop for his great presentation. Welcomed and thanked: Chris, Dennis, Doug, Collin, Brianna, and Michelle. Thanked them for stepping up on behalf of our community, and God bless you.

Councilman Bishop moved to approve the resolution for Maintenance Under the Illinois Highway Code with respect to section number 25-00000-00-GM. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF DONATION OF $25,000 TO THE NEXT PICTURE SHOW
Councilman Oros moved to approve of the donation of $25,000 to the Next Picture Show. Seconded by Councilman Considine. Finance Director Leslie explained this and the next three motions. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF DONATION OF $250,000 TO THE DIXON HISTORIC THEATRE
Councilman Considine moved to approve the donation of $250,000 to the Dixon Historic Theatre. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Hughes. Voting Nay: Councilman Bishop. Motion Carried
APPROVAL OF DONATION OF $25,000 TO THE
SAUK VALLEY COMMUNITY COLLEGE IMPACT PROGRAM
Councilman Venier moved to approve the donation of $25,000 to the Sauk Valley Community College IMPACT Program. Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF BRINE SYSTEM & STORAGE SYSTEM
Councilman Oros moved to approve the purchase of the salt brine system and storage from Bonnell Industries and installation by Varitech Industries for the amount of $171,920.58. Seconded by Councilman Venier. Streets and Properties Manager Venier explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
BRINE SYSTEM TRUCK OUTFITTING
Councilman Venier moved to approve the purchase of the brine system truck outfitting from Bonnell Industries for the amount of $193,493.40. Seconded by Councilman Bishop. Streets and Properties Manager explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried
