City of Dixon City Council met June 16.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Andy Minch, Elder of the Sauk Valley Community Church.

OATH OF OFFICE

Chief Bivins gave background of Officer Jakiah Muntean. Mayor Hughes gave the Oath of Office of Police Sergeant Muntean. Sergeant Muntean addressed the crowd, paused for pictures.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Council Session Meeting of Monday, June 2, 2025; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $675,755.28 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Hughes. Voting Nay: None. Motion Carried

YEAR TO DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through May 2025 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Police Chief Bivins – Gave an update on the weekend’s events. Stating the No Kings Protest was peaceful and went well.

CITY MANAGER REPORT

City Manager Langloss – Gave an update on the continued meetings with Residential Developers and Land Owners. Ongoing conversations with Dixon Land Group on the development and creating a vison for several areas. Continuing to push forward.

COUNCIL REPORTS

Mayor Hughes – Reminder that we will be closed on Thursday, June 19th for Juneteenth.

Councilman Bishop – Excited to share a request was submitted for a Fly Over on July 4, 2026 during the Bridge Dedication Ceremony. The government has approved and now we need to find a unit to accept. This puts us in a great position to expand the Celebration hosting Lee County. To help fund the event, a match Grant called Celebrate America can be awarded. Should the council be willing to pursue, the match grant is up to $25,000 from the City and $25,000 can be awarded. Listed what it could be used for. Shout out to Trent Brinkmeyer, a member of the Air Force Reserves and a Dixon native, who helped lead us into the right direction for Fly Over. Wishes everyone a Happy 4th of July.

Councilman Considine –None

Councilman Oros – Attended a training in Philadelphia last week and was approached by Bostonian that traveled through Dixon years ago. She remembered Dixon, complimenting the downtown and Riverfront being beautiful.

Councilman Venier – Received remarks of concerned citizens about motorized bikes becoming a safety and noise concern. We need to review and understand the Ordinance, State Regulations, and Rules. The public safety concern has been brought to Police Chief Bivins attention. Discussion ensued. Chamber Mainstreet Group are really happy with the record number of 2,500 people at Wednesday’s City Market. A Youth City Market will be the last week of August, showcasing young entrepreneurs. A lot going on this weekend with the Protest and the Pride Fest both went well with a record number at the Pride Fest.

DISCUSSION AND POSSIBLE OF APPROVAL MUNICIPAL AGGREGATION PROGRAM EXTENDED TERM AGREEMENT AMENDMENT NO. 1 BETWEEN THE CITY OF DIXON AND MC SQUARED ENERGY SERVICES, LLC

City Manager Langloss explained. Adam Hoover with MC Squared presented to the Council on the Agreement being up for renewal. Discussion ensued.

ORDINANCE AMMEDNING THE CITY CODE TITLE 5, CHAPTER 13, SECTION 5-13-12 RESTRICTIONS OF PERSONS OF NONAGE

ORD# 3457 – ORDINANCE AUTHORIZING THE LIQUOR CODE IN THE CONNECTION WITH A BLOCK PARTY PURSUANT TO THE REQUEST FROM THE PUP HOUSE

Councilman Venier moved to approve the ordinance amending the liquor code in the connection with the Block Party on July 26, 2025. Seconded by Councilman Considine. Mayor Hughes explained. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3458 – ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – FIRE DEPARTMENT EQUIPMENT

Councilman Bishop moved to approve the Ordinance authorizing the sale of certain personal property owned by the City of Dixon – Fire Department Equipment. Seconded by Councilman Oros. Fire Chief Buskohl explained. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3204-25 – RESOLUTION CONFIRMING APPOINTMENT TO DIXON LIBRARY BOARD OF TRUSTEES

Councilman Considine moved to appoint Carol Linkowski to the Dixon Public Library Board of Trustees for a term commencing July 1, 2025 and ending June 30, 2028, or until her successor is duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3205-25 – RESOLUTION CONFIRMING RE-APPOINTMENT TO DIXON LIBRARY BOARD OF TRUSTEES

Councilman Venier moved to re-appoint Nicole Graff and Nicholas Haws to the Dixon Library Board for a term commencing July 1, 2025 and ending June 30, 2028, or until their successors are duly appointed and qualified. Seconded by Bishop. Mayor Hughes explained, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3206-25 – RESOLUTION CONFIRMING APPOINTMENT TO THE BOARD OF TRUSTEES OF THE POLICE PENSION FUND

Councilman Bishop moved to appoint Matthew Magnafici to the Board of Trustees of the Police Pension Fund for a term to commence June 16, 2025 and to end May 11, 2027, or until his successor is duly appointed and qualified. Seconded by Oros. Mayor Hughes explained, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3207-25 – RESOLUTION CONFIRMING APPOINTMENT TO THE CITY OF DIXON ZONING BOARD OF APPEALS

Councilman Oros moved to appoint Douglas J. Carlson to the City of Dixon Zoning Board of Appeals for a term commencing July 1, 2025 and ending June 30, 2030. Seconded by Considine. Mayor Hughes explained, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3208-25 – RESOLUTION CONFIRMING RE-APPOINTMENT TO THE CITY OF DIXON ZONING BOARD OF APPEALS

Councilman Considine moved to re-appoint Geoff Smith to the City of Dixon Zoning Board of Appeals for a term starting July 1, 2025 and ending June 30, 2030. Seconded by Venier. Mayor Hughes explained. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3209-25 – RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE TO APPROPRIATE MOTOR FUEL TAX FUNDS WITH RESPECT TO IDOT’S SOUTH GALENA AVENUE PROJECT

Councilman Venier moved to approve resolution appropriating $200,000.00 of Motor Fuel Tax funds for IDOT contract 64R02. Seconded by Councilman Bishop. Public Works Director/ Assistant City Manager Heckman explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE GENERAL FUND TRANSFER

Councilman Bishop moved to approve the General Fund transfer amount of $4,647,462.00. Seconded by Councilman Venier. Finance Director Leslie explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE MUNICIPAL AGGREGATION PROGRAM EXTENDED TERM AGREEMENT AMENDMENT NO. 1 BETWEEN THE CITY OF DIXON AND MC SQUARED ENERGY SERVICES, LLC

Councilman Oros moved to approve the Municipal Aggregation Program Extended Term Agreement Amendment No. 1 between the City of Dixon and MC Squared Energy Services, LLC. Seconded by Councilman Considine. City Manager Langloss explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE AGREEMENT WITH GOOGLE WORKSPACE ENTERPRISE PLUS THROUGH ONIX NETWORKING CORP.

Councilman Considine moved to approve the 3-year agreement for Google Workspace Enterprise Plus through Onix Networking Corp. Seconded by Councilman Bishop. IT Manager Philhower explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE CONSTRUCTION ENGINEERING AGREEMENT BETWEEN FEHR GRAHAM AND THE CITY OF DIXON WITH RESPECT TO 2025 DIXON GENERAL MAINTENANCE PROGRAM

Councilman Oros moved to approve the agreement with Fehr Graham Engineering and Environmental for Professional Services related to the FY25-26 General Maintenance Street Resurfacing Program. Seconded by Councilman Considine. Water Manager/ Assistant Public Works Director Huyett explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AWARDING BID FOR THE DIXON STREETS 2025 GENERAL MAINTENANCE PROJECT TO HELM CIVIL FOR THE LOW BID AMOUNT OF $1,279,040.05

Councilman Considine moved to award the base-bid GM street resurfacing project to Civil Construction, Inc. for their low-bid amount of $1,279,040.05. Seconded by Councilman Venier. Water Manager/ Assistant Public Works Director Huyett explained the request to award to Civil Constructors, Inc, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENTS

Councilman Venier asked for an update on the construction on Galena Avenue, with the 4th of July approaching. Public Works Director/Assistant City Manager Heckman explained: We have been in communication with IDOT. The bulk of the construction obstruction will be cleared. The goal is to open Galena Avenue to the maximum within IDOT’s safety rules and holiday procedures. The railroad bridge crossing on South Galena will not be completely open due to the scope of the project. Discussion ensued.
