City of Mt. Carroll City Council met June 24.

Here are the minutes provided by the council:

Mayor Carl Bates called the meeting to order at 7:30 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Doug Bergren, present, Alderman Amy Buss, present, Alderman Jeff Elliott, present, Alderman Paul Kaczmarski, present, Alderman Jeff Soenksen, present, Alderman Jody Wolber, present.

Alderman Bergen led the Pledge of Allegiance.

Mary Boelkens gave the Invocation.

Alderman Elliott made a motion to approve the minutes from the June 10, 2025 Regular City Council meeting, Alderman Wolber seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Wolber, yes, Alderman Bergren, yes, Alderman Buss, yes, Alderman Kaczmarski, yes, Alderman Soenksen, yes. Vote: 6 yeses and 0 nos. Motion carried.

Alderman Kaczmarski made a motion to authorize the payments of accounts payable in the amount of $30,312.47 Alderman Elliott seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Bergren, yes, Alderman Buss, yes, Alderman Wolber, yes, Alderman Soenksen, yes. Vote: 6 yeses, and 0 nos. Motion carried.

Water and Sewer Committee:

Superintendent Jonathan Armstrong reported hydrant flushing is completed. Had a water leak on Lincoln Street, was able to fix it quickly enough that no boil order was needed. Plan to dig on Main Street to remove that dead line and dig new water and sewer lines for the new construction home being built on Alma Street. Hope to replace 2 fire hydrants before winter. Mayor Bates asked how many do we have on hand? Superintendent Armstrong believed 9 total. During the hard rain the past month the Wet Well Pit transducers broke off with the violet shaking. Would like to get estimates for the them to be Mounted and Submerged so they are better protected. Council gave a consensus to get estimates.

Finance Committee:

Recommendation to pay 31 accounts payable for a total of $30,312.47. Alderman Kaczmarski also wanted to remind everyone that you can not shoot off fireworks inside City Limits.

Davis Community Center

Director Bandemer said the kid camps enrollment doubled from last year. Summer traffic is lighter, so we have offered a few ½ off days for kids. Thanked the Carroll County Senior Center for helping bus kids to the camps. Discussed that Mini Food Center needs continuous donations. We have gone from 150-200 a week to 500-600 a week. Planning to do a Community Collection July 7 – 21, 2025. 24 Hour Gym update, Software was shipped last week and we hope to do a soft opening in August. NEW BUSINESS

1. Discussion and Possible Action to Approve Ordinance No. 2025-06-03, Ordinance Amending Title 8 Chapter 5 of the City Code of Ordinances of the City of Mount Carroll to Establish Handicap Parking Spots on the North Side of Market Street adjacent on to corner ADA Sidewalk Ramps: Alderman Ellott made a motion to approve Ordinance No. 2025-06-03 and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Kaczmarski, yes, Alderman Buss, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, yes. Vote:6 yeses and 0 nos. Motion carried.

2. Discussion and Possible Action for Ordinance 2025-06-02, Ordinance of the City of Mount Carroll, Carroll County, Illinois Approving an Economic Incentive Agreement by and between the City of Mount Carroll, Carroll County, Illinois and Amstar Petroleum, Inc.: Mayor Bates explained to the Council that agreement of $120,000.00 will come from BDD not TIF. It would be $30,000.00 up front to help with loss of revenue when the gas pumps are down for approximately 4 months, then $13,000.00 annually for 7 years. Alderman Kaczmarski made a motion to approve Ordinance 2025- 06-02 and Alderman Elliott seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Buss, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Wolber, yes. Vote: 6 yeses and 0 nos. Motion carried.

3. Discussion and Possible to Adopt a Return-to-Work Policy, a Requirement for all IML-RMA Municipalities, Alderman Kazcamrski made a motion to approve and Alderman Wolber seconded. Roll Call Vote: Alderman Soenksen, yes, Alderman Wolber, yes, Alderman Kaczmarski, yes, Alderman Bergren, yes, Alderman Elliott, yes, Alderman Buss, yes. Vote: 6 yeses and 0 nos. Motion carried.

Public Comment

Len Anderson gave a small presentation he made for updating the City Hall Bathroom to be ADA compliant. Census was given to get quotes. Alderman Buss invited the public to attend the monthly License and Ordinance Meetings held every 3rd Tuesday.

Adjournment

Alderman Elliott made a motion to adjourn the meeting at 8:02 pm, Alderman Kaczmarski seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Soenksen, yes, Alderman Soenksen, yes, Alderman Buss, yes, Alderman Bergren, yes, Alderman Wolber, yes. Vote: 6 yeses and 0 nos. Motion carried.
