City Of Rock Falls Finance/Insurance/Investment Committee met June 24.

Here are the minutes provided by the committee:

Chairwoman McKanna called the meeting to order at 5:30 p.m.

The Committee reviewed minutes from March 25, 2025, Finance Committee meeting. Alderwoman McKanna moved to approve the March 25, 2025, minutes second by Alderman Wangelin.

Vote via Voice, all approved, motion carried

Municipal Insurance Cooperative Agency (MICA) - Amended By-Laws and Resolution for the City of Rock Falls Property/General Liability/Worker's Comp Insurance.

A motion was made by Alderwoman McKanna to approve to renew the contract with MICA and send to City Council and second by Alderman Stahr

Vote 4 aye, motion carried.

Intergovernmental Personal Benefit Cooperation (IPBC) - Options of GLP-1 drugs for Weight Loss

A motion was made by Alderwoman McKanna to approve

Option 4: Implement EnCircleRX Program with Continuation of Treatment -

1. Does NOT have to meet the new BMI requirements

2. Provider attestation that the member has engaged in a trial of behavioral modification and dietary restriction for at least 3 months prior to the first coverage review step.

3. Requires member engagement with a lifestyle and behavioral modification program (4 weigh-ins, 4 app engagements every 30 days).

4. Requires 5% body weight loss from pre-therapy measurement at PA renewal. and send to City Council and second by Alderman Wangelin.

Vote 4 aye, motion carried.

Mayor Kleckler brought to committee members a proposal of a property tax rebate offer to Justin Westfall, moving into a new building space, possibly a 50 percent rebate offer over a 5 year period. TIF district rebate once new assessment of property renovations are complete.

A Straw Poll was done and all in agreement to have Mayor Kleckler talk with TIF Attorney.

Motion made by Chairwoman McKanna, and second by Alderman Wangelin to adjourn

Vote via Voice, all approved, motion carried.

Meeting adjourned 5:57 p.m.
