City of Rock Falls Utility Committee met June 23.

CALL TO ORDER With a quorum present, the meeting was called to order at 8:15 am

Review of Minutes from May 19, 2025 meeting

A motion was made by Alderperson McKanna and a second by Ed Cox to approve the minutes of the May 19, 2025 meeting. Motion carried, minutes approved

Utility Office: Superintendent Update

Diane Shepherd reminded everyone that this is the garbage toter change out week.

Water Department: Superintendent Update

Ted Padilla gave an update of the chlorine issue that happened over the weekend.

Lead gooseneck project updated with only 14 of the 150 being galvanized. The City side will be replaced hopefully in the next few months.

Wastewater Department: Superintendent Update

Robbin Blackert reported that both Shea and Dan are out taking test today. A backup plan to use Ed Cox to tutor them in the event they don't pass this time.

Electric Department: Superintendent Update

Larry Hanrahan reported on the 10 outages for the month was a little high. The crew is currently working on update/repairs with the connectors.

Next shipment of approximately 1200 AMI meters will be arriving in mid July. We will only have approximately 200 left when these are installed to finish the project.

The City will be generating over the next few days with the high demand anticipated.

Electric Department: Walk-Behind Trencher and Trailer

Larry Hanrahan reviewed quote for 2025 walk-behind trench & trailer. A motion was made by Alderperson Wangelin and second by Alderperson McKanna to approve the purchase of a 2025 walk-behind trencher & 2025 trailer from Vermeer Midwest in the amount of $33,674.59 and forward to City Council.

Motion carried, to City Council

Electric Department: Chevrolet Silverado 2500 with plow package

Larry Hanrahan reviewed quote for 2025 Chevrolet Silverado 2500 truck with plow package. A motion was made by Alderperson McKanna and second by Ed Cox to approve purchase of a 2025 Chevrolet Silverado 2500 with plow package from Kunes Ford Sterling in the amount of $65,551.10 and forward to City Council.

Motion carried, to City Council

City Attorney: Updates

Matt Cole updated status of both AIMS and Civic Plaza (Rock Falls Apartments).

Utility Manager:

Robbin Blackert reported there has been no movement concerning Riverside Mobile Home Park.

There will be a few possible policy changes brought to the July committee meeting.

Update concerns on ComEd and Love's servicing issues.

Next Meeting Date & Time

The next meeting will be held on July 28, 2025 at 8:15 am in Council Chambers.

Committee Member Items

Mayor Kleckler had a questions concerning the ability for water charges to be charged. Matt Cole addressed these concerns.
