Illinois House Minority Leader Tony McCombie has introduced two bills intended to expand school choice for Illinois students. The proposed legislation aims to help Illinois taxpayers more easily access federal tax credits when donating to organizations that provide scholarships within the state.

“It is important that we continue exploring ways to make school choice a reality for students across our state so they can access the best education possible,” McCombie said.

McCombie, a Republican who was elected in 2023 to represent the 89th House District, has taken steps this summer to advocate for families in Illinois by working with the federal government on educational issues. She wrote a letter to congressional leaders supporting the federal Educational Choice for Children Act. In her letter, she stated, “I believe our best foot forward is to empower parents to choose the learning environments that best meets their children’s individual needs. Regardless of funding debates, we must recognize that traditional public schools cannot be the only option available to families, particularly in underserved communities.”

The Educational Choice for Children Act was signed into law by President Donald Trump on July 2, 2025. The act creates a federal tax credit for donations made to approved scholarship organizations that support K–12 student scholarships.

Further details about McCombie’s proposed legislation, HB4098 and HB4099, are available at ilga.gov.
