City of Dixon City Council met July. 21.

CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Oros, Bishop, Considine, and Mayor Hughes answered roll call.
Absent: Councilman Venier
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Bunyan Cocar from First Baptist Church.
WORK SESSION
None
VISITOR/PUBLIC COMMENT
Donald Early spoke to the Council regarding the scheduled resolution to rezone his property. The purpose for the changing the zoning is to allow their family horse. The property is setup currently for the horse and will allow his daughter train and care him. With the location and the amount of property, they have the support of over 250 petitions signed with no objections. They are asking for the City’s support with Lee County providing the main vote.
Brenna Early then addressed the council. She gave a background on the horse, Tito, and the value and love he brings to her. She would love nothing more than to provide Tito a place to call home.
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Council Session Meeting of Monday, July 7, 2025 be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $475.041.02 be approved and ordered paid. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried
YEAR TO DATE FINANCIALS
Councilman Considine moved that the year-to-date Financial Summary through June 2025 be accepted. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3461 – ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF DIXON, LEE COUNTY, ILLINOIS (BENJAMIN M. KATNER AND ARI M. KATNER)
Councilman Bishop moved to approve the Ordinance Annexing Certain Territory to the City of Dixon, Lee County, Illinois. Seconded by Councilman Oros. Building Official Shipman explained, discussion ensued regarding the property 1011 Fourth Avenue. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried RES# 3205-25
RESOLUTION OBJECTING TO THE PETITION OF J.W. KING FAMILY LIMITED PARTNERSHIP FOR MAP AMENDMENT
Councilman Oros moved to approve a Resolution objecting to the Petition of J.W. King Family Limited Partnership for Map Amendment. Seconded by Councilman Considine. Mayor Hughes explained, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried
RESOLUTION OBJECTING TO THE PETITION OF DONALD AND ANNETTE EARLY FOR MAP AMENDMENT
Councilman Considine moved to approve a Resolution objecting to the Petition of Donald and Annette Early for Map Amendment. Seconded by Councilman Bishop. Mayor Hughes explained, discussion ensued. Voting Yea: None. Voting Nay: Councilman Bishop, Considine, Oros, and Mayor Hughes. Motion Failed
RES #3206-25 RESOLUTION IN SUPPORT OF THE ILLINOIS AMERICA250 COMMEMORATION
Councilman Bishop moved to approve a Resolution in Support of the Illinois Amercia250 Commemoration. Seconded by Councilman Oros. Councilman Bishop explained. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried
