City of Rock Falls City Council met Aug. 5.

Regular meeting minutes of the Mayor and Aldermen of the City of Rock Falls

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:35 p.m. on August 5, 2025, in the Council Chambers by Mayor Rod Kleckler.

City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Kleckler, Aldermen McKanna, Wangelin, Byrd, Doane, Dowd, Stahr, Arduini, and Sobottka. In addition, Attorney Matt Cole was present.

City Administrator Robbin Blackert – Absent.

Community Affairs: Rock Falls Chamber of Commerce, Sam Kersey, President/CEO Sam Kersey thanked the City for all their help with all of the events this past summer. Ms Kersey spoke about upcoming events and Culver’s Share night for the Ambassadors tonight from 5-8 at Culver’s of Rock Falls.

Consent Agenda:

Consent Agenda items 1-2 were read aloud by City Clerk Pam Martinez.

1. Approval of minutes from the July 15, 2025, City Council Meeting

2. Approval of bills as presented.

A motion was made by Alderwoman Sobottka to approve the Consent Agenda and second by Alderwoman Arudini.

Vote 8 aye, motion carried.

Ordinance for 1st Reading:

1. Ordinance 2025-2704 – Amending Chapter 18, Article VII – Trucks Generally – Prohibited on Certain Streets.

A motion was made by Alderwoman Sobottka to approve Ordinance 2025-2704 – Amending Chapter 18, Article VII – Trucks Generally – Prohibited on Certain Streets for first reading and second by Alderwoman McKanna.

Vote 8 aye, motion carried.

2. Ordinance 2025-2705 – Amending the Rock Falls Municipal Code Adding Chapter 6, Article III, Division 1, Section 6-82 Relating to Accessory Buildings and Structures. A motion was made by Alderwoman McKanna to approve Ordinance 2025-2705 – Amending the Rock Falls Municipal Code Adding Chapter 6, Article III, Division 1,

Section 6-82 Relating to Accessory Buildings and Structures for first reading and second by Alderman Wangelin.

Vote 8 aye, motion carried.

Ordinance for 2nd Reading and Adoption:

1. Ordinance 2025-2702 – Authorizing Mayor to Execute Memorandum of Understanding Between the City of Rock Falls, Whiteside County Sheriff, and the County of Whiteside for the Funding and Provision of Non-Emergency and Emergency 911 Services (Single Dispatch Center).

Ordinance was pulled from agenda per council of Attorney and Mayor Kleckler.

2. Ordinance 2025-2703 – Authorizing Variance from Sign Regulations Regarding Loves Travel Stop.

A motion was made by Alderwoman Sobottka to approve Ordinance 2025-2703 – Authorizing Variance from Sign Regulations Regarding Loves Travel Stop for second reading and adoption and second by Alderwoman Arduini.

Vote 8 aye, motion carried.

Resolutions:

1. Resolution 2025-938 – Authorizing a Joint Funding Agreement with the Illinois Department of Transportation for Section Number 19-00137-00-BR (E 11th Street Bridge) in the amount of $455,500.00

A motion was made by Alderwoman McKanna to approve Resolution 2025-938 – Authorizing a Joint Funding Agreement with the Illinois Department of Transportation for Section Number 19-00137-00-BR (E 11th Street Bridge) in the amount of $455,500.00 and second by Alderman Wangelin.

Vote via voice, all approved, motion carried.

Alderman Reports / Committee Chairman Requests

A motion was made by Alderwoman McKanna to approve the Recommendation from the Utility Committee to approve the Utility Office Write-Offs for April 2025 through June 2025 in the amount of $10,977.02 and second by Alderman Wangelin.

Vote 8 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the Recommendation from the Utility Committee to approve the Quote from Viking Industrial Painting, 10905 Harrison St, La Vista, NE in the amount of $93,500.00 for painting the Water Tower on E 11th Street and second by Alderwoman Arudini.

Vote 8 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the Recommendation from the Utility Committee to approve the Quote from Peerless Well & Pump 15602 West Key Drive, Peosta, IA in the amount of $24,940.00 for the rehab of Well #4, #5 and #7 and second by Alderwoman Sobottka.

Vote 8 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the Recommendation from the Utility Committee to award boring and conduit for the 34.5kV Tie Line Project to Kirby Cable Services, 17842 Sumner Rd, Pecatonica, IL in the amount of $38,080.00 and second by Alderman Wangelin.

Vote 8 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the Recommendation from the Utility Committee to approve a ten-year agreement with the Illinois Department of Natural Resources for a 15” Storm Sewer Pipe and Outlet in the amount of $1,210.00 and second by Alderwoman Byrd.

Vote 8 aye, motion carried.

None

A motion was made by Alderwoman Sobottka to adjourn and second by Alderwoman Arduini. Vote via voice, all approved (5:49 p.m.)
