City of Dixon City Council met Aug. 4.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes answered roll call.

Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Pastor Steve Young from Greater Life Church.

WORK SESSION

None

VISITOR/PUBLIC COMMENT

George Bellovics spoke with regard to the shooting range update. He requested clarification on some of the items noted in the newspaper article. George supports training; however, the noise continues to be an issue. He would like proof of the public hearing and is waiting on the evidence adopting the range into a public setting. City Manager Langloss address some of the comments, and discussion ensued. 

APPROVAL OF MINUTES 

Councilman Bishop moved that the minutes of the Regular Council Session Meeting of Monday, July 21, 2025 be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried 

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS 

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,179,784.77 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted the larger expenses. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried 

DEPARTMENT REPORTS 

None

CITY MANAGER REPORT 

City Manager Langloss – Provided an updated on the Gateway Development mentioning the scheduled replat for 4-5 new businesses. We continue to move forward in the gateway and grateful for the partnership with Dixon Land Group. Thank you to the community support in locating the K9 pup. Special thank you to the head of the police and fire commission for calling in his location. Their will be enhancements in security and tracking devices implemented moving forward. National night out is August 5, 2025 from 5-8. Several partners and vehicles will be there and is a great event. This last couple of months have been difficult on the council as Councilman Mary Oros lost her mother as well. It was a beautiful service.

COUNCIL REPORTS

Mayor Hughes – None

Councilman Bishop – None

Councilman Considine – Commented the new walking bridge on the rock river progress and questioned the status on naming the bridge.

Councilman Oros – Shout out to the City Market this week, looking forward to this coming week being Jr. Entrepreneurs. This is a new program and is a great way to support our kids and community. Well played to the Dixon Fire Departments social media post.

Councilman Venier – Apologized for missing a couple of meetings. Thank you to Chris and the entire council for recognizing their family’s loss and appreciated all the support.

BOARDS & COMMISSIONS REPORTS 

Sober Home Report is on file. City Manager spoke on behalf of the Sobor Home there have been no issues and the reports are on file for public inspection. Also on file: Plan Commission Meeting Minutes and Veterans Memorial Park Meeting Minutes 

ORD# 3462 – ORDINANCE AMENDING THE LIQUOR CODE IN THE CONNECTION WITH A CONCERT/FESTIVAL PURSUANT TO THE REQUEST FROM CREATING HOPE ACROSS THE SAUK VALLEY 

Councilman Considine moved to approve the ordinance amending the liquor code in the connection with the concert/festival on August 16, 2025 pursuant the request from Creating Hope Across Sauk Valley. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Bishop and Mayor Hughes. Voting Nay: None. Voting Abstain: Councilman Venier. Motion Carried

ORD# 3463 – ORDINANCE AUTHORIZING THE SALE OF PERSONAL PROPERTY OWNED BY THE CITY OF DIXON COMPUTING DEVICES 

Councilman Venier moved to the ordinance authorizing the Disposal of Personal Property Computing Devices. Seconded by Councilman Considine. IT Manager Philhower explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Hughes. Voting Nay: None. Motion Carried 

RES #3212-25 CONFIRMING THE RE-APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION 

Councilman Bishop moved to approve the resolution confirming the re-appointment of Brian Seagren and Mary Mahan-Deatherage to the Plan Commission for a term commencing September 1, 2025 and ending August 31, 2029, or until their successors are duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Hughes. Voting Nay: None. Motion Carried RES

 #3213-25 AUTHORIZING THE CITY MANAGER TO SIGN A COMPETITIVELY BID CONTRACT FOR THE RETAIL SUPPLY OF NATURAL GAS SERVICES FOR THE PROPERTIES OWNED BY THE CITY OF DIXON 

Councilman Oros moved to approve a resolution authorizing the City Manager to Sign a Competitively Bid Contract for the Retail Supply of Natural Gas Services for the Properties Owned by the City of Dixon. Seconded by Councilman Venier. City Manager Langloss explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried 

APPROVAL OF SIDE LETTER WITH IAFF FORMALIZING 48-HOUR SHIFTS AND AMENDING THE COLLECTIVE BARGAINING AGREEMENT 

Councilman Considine moved to approve the Side letter with IAFF Formalizing 48-hour Shifts and Amending the Collective Bargaining Agreement. Seconded by Councilman Venier. City Manager Langloss explained the request. Discussion ensued with Lt. McCoy, and Chief Buskohl reviewing the year-long trial. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried 

APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE PARK DISTRICT AND THE CITY OF DIXON 

Councilman Venier moved to approve the Intergovernmental Agreement between the Park District and the City of Dixon. Seconded by Councilman Bishop. Councilman Bishop explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

 REFER FINAL PLAT OF RESUBDIVISION OF DIXON GATEWAY SUBDIVISION TO THE PLAN COMMISSION 

Councilman Bishop moved to refer the final plat of re-subdivision of lots 1, 2, 3, and 4 of the resubdivision of the Dixon Gateway Subdivision to the Plan Commission for review. Seconded by Councilman Venier. Mayor explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried COMMENTS Mayor Hughes added a thank you to former Deputy Chief Matthew Richards for his long service with us. Glad to have him as part of our force. Thank you, Matt. 

ADJOURMENT
