City of Dixon City Council met Sept. 2.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes answered roll call.

Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Pastor Michael Worrell, Grace Point Church

WORK SESSION

None

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Council Session Meeting of Monday, August 18, 2025 be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $822,478.97 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted the larger expenses. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss spoke regarding the Comprehensive Plan, which is still in a draft format.

The Plan Commission received a presentation from Housel Lavigne at the meeting last Thursday.

There is another meeting the third Thursday of the month in September, and may potentially recommend it for adoption by the council. Potentially in October the plan may come before the council for adoption. It is a 20 year plan, that may be revisited in 5-7 years.

COUNCIL REPORTS

Mayor Hughes – None

Councilman Bishop – Celebrate America Grant was submitted last week. In 90 days we will know if we get that and then go from there.

Councilman Considine – Shout out to our City Crews working diligently on improving our sidewalks. It’s a massive undertaking and a lot of work and skill set. It shows how much we all care about our community and how hard the work is. Thank you.

Councilman Oros – Introduced a very special guest joining us remotely all the way from Bosnia Sarajevo, Taylor Harrison. She spoke of Taylor’s soccer history at Dixon High School, Loyola University, and was recently signed as a Professional Soccer Player in Sarajevo. Taylor greeted the group and answered some questions regarding her journey and language barrier. Taylor scored her first professional goal, congratulated her. She shared a story of Taylor as a young girl. We are all cheering you on from Dixon, and congratulations to your parents Ryan and Sara Harrison.

ORD# 3468 – ORDINANCE ESTABLISHING OAKWOOD CEMETERY

FEE SCHEDULE

Councilman Considine moved to approve the ordinance establishing Oakwood Cemetery Fee Schedule. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3469 – ORDINANCE AMENDING THE LIQUOR CODE IN CONNECTION WITH THE ULTIMATE TAILGATE PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Venier moved to approve ordinance amending the liquor code in connection with the Ultimate Tailgate party pursuant to the request of Dixon Chamber of Commerce and Main Street, Inc. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD #3470 – ORDINANCE APPROVING PETITION OF DIXON LAND GROUP, LLC FOR APPROVAL OF FINAL PLAT OF RE-SUBDIVISION OF LOTS 1, 2, 3 AND 4 OF DIXON GATEWAY RE-SUBDIVISION

Councilman Bishop moved to approve the ordinance approving petition of Dixon Land Group, LLC for approval of Final Plat Re-Subdivision of Lots 1, 2, 3 and 4 of the Dixon Gateway

Re-Subdivision. Seconded by Councilman Oros. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF PERMANENT SIDEWALK EASEMENT BETWEEN R.L.P. DEVELOPMENT COMPANY, INC AND THE CITY OF DIXON

Councilman Oros moved to approve the permanent sidewalk easement between R.L.P. Development Company, Inc and the City of Dixon. Seconded by Councilman Considine. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN LEE COUNTY AND THE CITY OF DIXON RELATING TO GIS SERVICES FROM ENVIRONMENTAL SYSTEM RESEARCH INSTITUTE, INC.

Councilman Oros moved to authorize the City Manager to execute the Intergovernmental Agreement between Lee County and the City of Dixon relating to GIS services from Environmental System Research Institute, Inc. Seconded by Councilman Bishop. Attorney LeSage explained this request and the next. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A REGIONAL GOVERNMENT ENTERPRISE AGREEMENT ACKNOWLEDGEMENT STATEMENT

Councilman Venier moved to authorized the City Manager to execute the Authorized Entity Acknowledgment Statement as an authorized user of GIS services under the Regional Government Enterprise Agreement between Lee County and Environment System Research Institute, Inc. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT BETWEEN WILLETT HOFMANN & ASSOCIATES AND THE CITY OF DIXON FOR W. 2ND STREET STORM SEWER IMPROVEMENTS

Councilman Bishop moved that the Engineering Agreement between the City of Dixon and Willett Hofmann & Associates for West Second Street Storm Sewer Improvements, not to exceed $48,000. Seconded by Councilman Venier. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE PURCHASE OF A ROLL-OFF TRUCK FOR THE WASTEWATER DEPARTMENT

Councilman Oros moved to approve the purchase of a roll-off truck for the Wastewater Department from Rush Truck Center of Illinois for $246,953.21. Seconded by Councilman Considine. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN AGREEMENT FOR BUILDING DEMOLITION AND SITE CLEARANCE AND DISPOSAL SERVICES BETWEEN ANTHEM EXCAVATION AND DEMOLITION, INC. AND THE CITY OF DIXON.

Councilman Considine moved to approve the agreement for building demolition and site clearance and disposal services between Anthem Excavation and Demolition, Inc. and the City of Dixon at $79,000.00. Seconded by Councilman Bishop. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

Mayor Hughes declared the meeting adjourned.
