City of Byron Administrative Committee met Sept. 17.

Here are the minutes provided by the committee:

Alderman Fulrath called the meeting to order at 5:15 pm.

1. ROLL CALL –

MEMBERS PRESENT: Alderman Mittzi Fulrath, Alderman Doug Wilken, Alderman Jessica Nehring

MEMBERS ABSENT: Alderman Christy Hanlin

Alderman Fulrath motioned to allow Alderman Hanlin to attend the meeting electronically. Motion seconded by Alderman Wilken. Roll call vote: Wilken, AYE; Nehring, AYE; Fulrath, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

2. APPROVAL OF AGENDA – Alderman Nehring motioned to approve, as presented, the September 17, 2025, Administrative Committee meeting agenda. Motion seconded by Alderman Fulrath. Roll call vote: Nehring, AYE; Hanlin, AYE; Fulrath, AYE; Wilken, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

3. PUBLIC COMMENT – None

4. APPROVAL OF MINUTES – August 20, 2025 – Regular Meeting – Alderman Wilken motioned to approve, as presented, the August 20, 2025, Administrative Committee Regular Meeting minutes. Motion seconded by Alderman Nehring. Roll call vote: Hanlin, AYE; Fulrath, AYE; Wilken, AYE; Nehring, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

5. RESOLUTION APPROVING A TIF DISTRICT AGREEMENT WITH KKM COMMERCIAL I – Attorney Szeto stated that items 5 and 6 will be voted on together. The Development Agreement is an attachment to the resolution. This is the TIF agreement for façade improvements to the building at 124 and 126 W. 2nd St. Alderman Wilken motioned to recommend council approval of the Resolution Approving a TIF District Agreement with KKM Commercial I. Motion seconded by Alderman Fulrath. Roll call vote: Fulrath, AYE; Wilken, AYE; Nehring, AYE; Hanlin, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

6. MROZEK TIF DEVELOPMENT AGREEMENT – See Item 5.

7. ORDINANCE PROVIDING FOR FINE SCHEDULE AS PART OF ADMINISTRATIVE HEARING PROCESS – Attorney Szeto updated the committee. State statute recently changed that will allow hearing officers more power. There were originally five powers given to hearing officers, and now there are six. Previously, hearing officers could only impose fines. Now, they are allowed to issue orders for the offenders to take action to remediate the offense. This language needs to be added to our ordinance before the committee and council can take action.

8. FLAG PROGRAM – No updates.

9. CITY ADMINISTRATOR UPDATES – Administrator Diduch stated that her report is in Dropbox.

• Two zoning items will be discussed at the ZBA meeting on October 9. The first item is for the new company that purchased Roger’s quarry. They are hoping to expand the east side of the quarry (non-blasting). The second item is for a single-family home that is hoping to change a detached garage into an attached garage-it will require a variance. Zoning is currently R-3 and needs to be changed to R-1.

• The city recently had an IDOT MFT audit. We are not doing anything fraudulently, but we have not been filing all the IDOT requirements as far as paperwork. We will implement all the recommendations as we go forward.

• Administrator Diduch participated in the Illinois Network to Freedom Collective. While she will not be participating in their initiative, she will speak with the museum about their participation.

• The email migration is due to take place either the first or last weekend in October. Because the work will take place over a weekend, we should not experience any disruption of service.

• She recently toured the new Public Works Building and took photos that will be included in an upcoming social media post.

• Chief Boehle has prepared an e-bike ordinance. It has been reviewed by Brian Brooks and will now be reviewed by the Public Safety Committee. Administrator Diduch will attend an e-bike webinar on October 8.

• Administrator Diduch attended the meeting to review the new wastewater treatment plant. The plans include simple ways to expand capacity if we need to in the future.

• She intends to continue on the path forward regarding local adjudication.

• She also met with R-1 leadership last week. They are hoping to find ways to work together for the benefit of the city.

10. ADJOURN – Alderman Nehring motioned to adjourn the Administrative Committee meeting. Seconded by Alderman Wilken. Roll call vote: Wilken, AYE; Nehring, AYE; Hanlin, AYE; Fulrath, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

Alderman Fulrath adjourned the meeting at 5:36 pm.
