City of Morrison City Council met Oct. 14.

CALL TO ORDER
The Morrison City Council met in Regular Session on October 14, 2025, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order by Mayor Scott Vandermyde at 6:30 p.m. City Clerk Mike Hemmer recorded the minutes. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL
Reports of City Officials were not recorded due to technical issues.
ROLL CALL
Alderpersons present on roll call were Kevin Bruckner Jr, Seth Buckwalter, Sara Dunne, Sidonna Mahaffey, Todd Schlegel, and Matt Tichler. Absent: Vernon Tervelt. Vacancy: Ward 1. Other city officials present were Police Chief Michael Moon, Parks & Rec Dir Nathan Jacobs, and City Treasurer Margaret Jones.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES
Parks and Rec Director Nathan Jacobs provided a written report in the council packet.
Chief Moon provided a written report in the council packet. Council members were provided with a copy of a Media Release issued on October 4 by the Police Department. The Police Department set up a speed monitoring trailer on North Base Street to monitor traffic.
Ald Mahaffey removed Pay Request No 4, Balayti Painting, Public Works Building Exterior Painting Project, $2,200 from Consent Agenda.
CONSENT AGENDA
Ald Schlegel moved to approve City Council, Meeting Minutes, September 22, 2025; Bills Payable - $301,438.69; Planning & Zoning Board, Meeting Minutes, September 24, 2025; Historic Preservation Commission, Meeting Minutes, October 7, 2025; and Pay Request No 3 & Final, Helm-Civil, South Genesee Street Project, $30,796.22; seconded by Ald Bruckner. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt. Motion passed.
ITEMS FOR CONSIDERATION, DISCUSSION AND POSSIBLE ACTION
Ald Schlegel moved to approve Pay Request No 4, Balayti Painting, Public Works Building Exterior Painting Project, $2,200; seconded by Ald Tichler. Ald Mahahaffey moved to amend the approval to include “the release of payment only after the City Administrator’s satisfaction of the work completed”; seconded by Ald Schlegel. The amendment was approved by voice vote without objection. The updated motion was approved. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt.
Council discussed plans for a 2,000 square foot Pollinator Garden to be planted east of the community garden in French Creek Park. Johnson submitted a two-year management plan including assistance by master gardeners. Ald Tichler moved to approve the Pollinator Garden Request; seconded by Ald Mahaffey. Ayes: Bruckner, Buckwalter, Dunne, Mahaffey, and Tichler. Nays: Schlegel. Absent: Tervelt. Motion passed.
ADJOURNMENT
Ald Schlegel moved to adjourn the meeting, seconded by Ald Mahaffey. Without objection, the meeting adjourned at approximately 6:48 pm.
