City of Dixon City Council met Oct. 20.

ROLL CALL
Councilman Considine, Venier, Bishop, and Mayor Hughes answered roll call.
Absent: Councilman Oros
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Riley Reed-Windau, St. Paul Lutheran Church and Immanuel Lutheran Church.
PROCLAMATION
Mayor Hughes read the proclamation for Steve Marco, and proclaimed October 21, 2025 as Steve Marco Day.
WORK SESSION
Finance Director Leslie introduced Lindsey Fish from Sikich CPA LLC. Lindsey presented the results of the audit of the City of Dixon. She went over the audit process, acknowledged the staff and leadership at the City, gave the Auditors Opinion of Clean Unmodified Opinion, which is the highest opinion. Spoke about internal controls, compliance, no deficiencies or weaknesses, financial highlights, and pension plans. She thanked the City Management and Staff for their cooperation during the audit.
VISITOR/PUBLIC COMMENT
Chris Steder – A resident at Countryside Manor spoke to the council regarding issues with water and sewer damage, mold, illnesses due to mold. She stated that she had some quick responses from City staff when she talked to them today, but wanted to bring it to their attention also.
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Council Session Meeting of Monday, October 6, 2025 be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Considine moved that the Total Labor and Outside Claims in the amount of $245,044.89 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
YEAR-TO-DATE FINANCIALS
Councilman Venier moved that the year-to-date Financial Summary through September 2025 be accepted. Seconded by Councilman Bishop. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

None
CITY MANAGER REPORT
City Manager Langloss – Recognized and thanked Becky & Heather for all their work on the audit, they did a phenomenal job and was a great learning experience for the succession planning due to Becky’s retirement next year. Shout out to Public Works, Police and Discover Dixon for Scarecrow Fest, was an incredible event. Festivals like this can’t happen without Discover Dixon’s leadership and the Public Works and Police making it safe and warm and welcoming. Shout out to Steve Marco, was on his show last week for the last time, he really is the voice of Dixon and glad he was recognized.
COUNCIL REPORTS
Mayor Hughes – Will be with Steve Marco tomorrow on “Talk Line” and intends to present this proclamation to him, he has had no advance warning of this. It’s important to recognize him, he has been the voice of Dixon providing local information and issues, and has done an excellent job over the last 45 years. October is National Manufacturing Month. Important to recognize all of the manufacturing companies in this community that provide significant employment and materials throughout the country and some internationally. Spoke regarding a solar project that is proposed outside of the city limits, which is a special use, not a text amendment. This is located on Rock Island Blacktop for a battery solar system.
Councilman Bishop – Congratulated Steve Marco and thanked him for all he has done over the years. Spoke on October being Manufacturing month. Won’t meet again before Halloween, trick or treat time is from 5-7:30 on the 31st, be aware, be safe.
Councilman Considine – Concur with the former statements. Kudos to our City Staff of the first floor for their creative, ingenious, innovative use of making a scarecrow for the Scarecrow Fest. I understand they all will be dressed up as the same on Halloween. They got first place for in the Scarecrow Festival contest.
Councilman Venier – Echoed the Steve Marco comments, he is someone who really cares and is invested in this community. Thanks again to Steve Marco for 45 years.
RES# 3214-25 – RESOLUTION AMENDING 2025-2026 BUDGET – POLICE TRAINING
Councilman Bishop moved to approve the budget resolution amending 2025-2026 budget with respect to police department training budget. Seconded by Councilman Considine. Police Deputy Chief Simonton explained the request. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF THE FY 2024/2025 AUDIT
Councilman Considine moved to approve the FY 2024/2025 Audited Financial Statements from Sikich CPA, LLC. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF A MINIMUM/MAXIMUM PREMIUM AGREEMENT BETWEEN THE CITY OF DIXON AND ILLINOIS MUNICIPAL LEAGUE RISK MANAGEMENT ASSOCIATION
Councilman Venier moved to authorize the execution of the RMA Minimum/Maximum Premium Agreement. Seconded by Councilman Bishop. Finance Director Leslie explained the request. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF PURPLE HEART CITY SIGNS
Councilman Bishop moved to approve the purchase of Purple Heart City Signs for $1,388.00. Seconded by Councilman Venier. Mayor Hughes explained the request of six signs including shipping. Funds from the Community Development Fund. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried.
APPROVAL OF AN AGREEMENT BETWEEN THE CITY OF DIXON AND OSF HEALTHCARE SAINT KATHERINE MEDICAL CENTER
Councilman Venier moved to approve the agreement between the City of Dixon and OSF Healthcare Saint Katherine Medical Center with respect to Oakwood Cemetery lots. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF THE FIRST AMENDMENT TO INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND THE CITY OF POLO
Councilman Bishop moved to approve the first amendment to Intergovernmental Agreement between the City of Dixon and the City of Polo with respect to the Administrative Adjudication Hearing process. Seconded by Councilman Considine. City Manager Langloss explained the request. Voting Yea: Councilman Considine, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY DIXON AND THE CITY OF AMBOY **STRICKEN**
