City of Polo City Council met Oct. 20.

Here are the minutes provided by the council:

1. Pledge of Allegiance.

2. Call to order- Mayor Scholl called the meeting to order.

3. Mayor Scholl called roll call and the following members of the Council answered present: Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier and Alderman Schoon. Absent: Alderman Rob Taylor and Alderman James Busser.

4. Motion to approve the Consent Agenda

Motion made by Alderman Schoon seconded by Alderman Weaver approve the following items on the Consent Agenda:

A. Minutes from the October 6, 2025

B. Minutes from October 13, 2025 Public Hearing and Special Council Meeting.

C. List of Bills as amended. Alderman Weaver added bills for ComEd for $62.94 and Brandon’s Tree Service for $9,000.00 for the street department and Alderman Kochsmeier added a bill for Christopher J. Eaton for $7,116.75 for the administration department.

D. August Treasurer’s Report

E. September Treasurer’s Report

F. Annual Treasurer’s Report

Motion carried 4-0. Yes- Weaver, Bardell, Kochsmeier, Schoon.

5. Mayor Scholl opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

6. Committee Reports

➢Alderman Taylor- None.

➢Alderman Weaver- 5 building permits that have been issued for October. 17 citations have been issued for ordinance violations. There are over 20 more that need to be issued.

➢Alderman Bardell- None.

➢Alderman Schoon-None.

➢Alderman Busser- None.

➢Alderman Kochsmeier- None.

➢Police Chief Matt Coppotelli- None.

➢City Clerk Bartelt- None.

➢Public Works Director Kendall Kyker- The Public Works Department started the leaf vac today and they ran for about an hour. There are not very many leaves right now. The program officially started today.

8. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 25-14, an ordinance amending Chapter 52 of the Polo Code of Ordinance Regarding Water Service Rates. (second reading)

Alderman Schoon made a motion to approve ordinance 25-14, seconded by Alderman Bardell. Motion carried 4-0. Yes- Bardell, Kochsmeier, Schoon, Weaver.

9. New Business- Discussion/Action Items

A. Consideration & Possible Action on pay request #1 (FINAL) and Change Order No. 1 For Helm Civil. Alderman Bardell made a motion to approve pay request #1 for Helm, seconded by Alderman Schoon. Motion carried 4-0. Yes- Kochsmeier, Schoon, Weaver, Bardell.

B. Consideration & Possible Action on ordinance 25-15, an ordinance abating the tax heretofore levied for the year 2025 to pay debt service. (first reading)

The Polo City Council accepted the first reading of ordinance 25-15.

C. Consideration & Possible Action on ordinance 25-16, an ordinance abating the tax heretofore levied for the year 2025 to pay debt service. (first reading)

The Polo City Council accepted the first reading of ordinance 25-16.

D. Consideration & Possible Action on the City's Workman's Compensation, Auto Liability & Comprehensive General Liability, Portable Equipment, and Auto Physical Damage & Property Damage Insurance Coverage.

Alderman Schoon made a motion to go with option #1 in the amount of $62,954.63, seconded by Alderman Weaver. Motion carried 4-0. Yes- Schoon, Weaver, Bardell, Kochsmeier.

E. Consideration & Possible Action on a first amendment to the intergovernmental agreement between the city of Polo and city of Dixon for administrative adjudication.

Alderman Bardell made a motion to approve the first amendment to the intergovernmental agreement between the city of Polo and city of Dixon, seconded by Alderman Schoon. Motion carried 4-0. Yes Weaver, Bardell, Kochsmeier, Schoon.

F. Consideration & Possible Action on a payment for the Cal Group from the BDD Fund. Alderman Weaver made a motion to approve a payment of $5,000 to the Cal Group from the BDD fund, seconded by Alderman Schoon. Motion carried 4-0. Yes- Bardell, Kochsmeier, Schoon, Weaver.

10. Other Items for Discussion & Information

Kendall Kyker updated the City Council on the safe routes to school route. He talked with Geoff Smith from Willett Hofmann about changing the planned new sidewalks. They said they could change they before the put the project out for bids if the City is awarded the grant funds.

11. Adjournment

Motion by Alderman Schoon, second by Alderman Bardell to adjourn from regular session at 7:14 p.m. Motion carried 4-0.
